Is this the most dangerous roundabout in Harlow?

IT SEEMS TO go like this. You turn left into Southern Way from the the A414. You drive up and plan to turn right into Tracyes Road (where Passmores is). You approach the mini-roundabout and indicate right. If there is a vehicle coming down Southern Way, you wait and wait to see if they are going to stop. Yes, you have right of way but it seems that so many drivers, for one reason or another, just drive right over the roundabout.
Well that is what happened on Friday evening around 6pm. A vehicle came to the roundabout, indicated to turn right and entered the roundabout. Unfortunately, a car coming down Southern Way, went straight over the roundabout and smashed into the side of the other vehicle.
Collisions and/or near collisions seems to be a regular occurrence on this roundabout and one wonders whether this is the best form of traffic calming measure?
It happened to me yesterday, I had to stop halfway around the roundabout as I turned right into Tracey's Road and a car did not stop. I turn right in Tracey's road every day and it must happen to me about once every two weeks.
