Are the Harlow thieves clocking when the street lights go out? Part Two

A FEW weeks ago, we published a film that appeared to show a thief waiting until the street lights went out at midnight before attempting to break into a car.
YH has now been sent another film, from quite nearby the last location (Tumbler Road) that appears to show a similar intent to commit theft.
The local councillor, Ian Beckett has written to Essex County Council and to the local police commander, chief inspector Justin Smith. The ch.insp attended at the recent Bush Fair Neighbourhood Action Panel where the matter of street lights was discussed.
Indeed, it is something that YH has discussed with the prime minister David Cameron and will continue to reflect the concerns of the local residents who do not feel safe in their homes whilst the street lights are out.
