Multi-million pound investment in road improvements in Harlow

THE first phase of a £15 million investment in road improvements has begun in Harlow.

Essex County Council secured funding from the South East Local Enterprise Partnership Growth Fund for two major road schemes in Harlow, which will be carried out in two phases between now and 2017/18.

The first phase of two schemes (which also includes a new junction and access for the Harlow Enterprise Zone London Road campus funded separately) will cost a total of £9.75 million and is designed to ease congestion at the A414/B183 First Avenue junction, which is a key pinchpoint in the town.

Work on the second phase, to improve another pinchpoint at the A414 Edinburgh Way/A1184 Cambridge Road junction and also the upgrading of Edinburgh Way is being developed.

Essex County Council’s Cabinet Member for Infrastructure, Cllr Rodney L Bass said: “These schemes are playing a key part in transforming Harlow to bring economic growth and prosperity to the town and west Essex in general.

“They will result in major road improvements supporting the Harlow Enterprise Zone, ensuring the town’s road network is up to the standards required for the extra business the enterprise zone will generate.”

Preliminary work began in the summer to move utilities in support of the A414/B183 First Avenue improvements and this will be shortly followed by main construction.

The main elements of the A414/B183 improvements include:

Upgrading of the roundabout to provide two dedicated slip roads to and from the A414 into First Avenue (east of the A414).

Widening the section of First Avenue between the A414 and London Road roundabouts to two lanes in each direction.

Widening the A414 approaches to the First Avenue roundabout to two lanes in each direction, extending south of the roundabout to meet the A414/EZ London Road junction.

Work to the A414/London Road Harlow Enterprise Zone access includes installing a new signal controlled junction with the A414 and the Enterprise Zone site and building a new link road from the A414 junction through the Enterprise Zone site to London Road, linking through to the New Hall housing development.

Both schemes will include upgrades of cycling and walking facilities.
