Harlow Labour councillor leaves no stone unturned in pothole debate

NEW Labour councillor Mark Ingall produced a virtuoso performance in his first speech at Harlow Council.
Cllr Ingall proposed a motion on there state of potholes and the roads in general in Harlow and firmly laid the blame at the feet of the Tory-run Essex County Council.
As you can see from the film below it was quite a fiery exchange of views.
