Harlow and Gilston Garden Town: Planning application for 8,500 homes submitted

THE applications HW/CRB/19/00220 and HW/CRB/19/00221 have been submitted to both Harlow council and East Herts council, as the application sites are within both districts.

Harlow and East Herts are managing these applications jointly. However, all application documents and comments will be put on the East Herts council website.


Both Harlow and East Herts will determine the applications through our own decision-making processes.

You can view the application, plans, environmental statement and other documents on the East Herts council website.

The references you need to use are 3/19/1046/FUL and 3/19/1051/FUL

You need to add any comments about the application on the East Herts council website. You need to submit your comments before 9 August 2019.

You can also make a comment in writing to: East Herts Council at Wallfields, Pegs Lane, Hertford SG13 8EQ.

All comments submitted will be reported to both councils.

You can also inspect a copy of the applications between 9am to 4.45pm Monday to Friday (excluding bank holidays) at the East Herts Council Offices, Wallfields, Pegs Lane, Hertford, SG13 8EQ or at the Harlow Council Offices at the Civic Centre, the Water Gardens, College Square, Harlow, CM20 1WG.

The information you give to East Herts council will be used by both councils to process the applications and any subsequent appeals (if one is lodged). Your information will be stored in line with the East Herts privacy policy. Your information may be shared with other East Herts council departments and outside partners, such as Harlow council, to process your request as effectively as possible.

This application has been made to East Herts Council only, as the application site is within East Herts district only:

Proposal: Outline planning with all matters reserved apart from external vehicular access for the redevelopment of the site through the demolition of existing buildings and erection of a residential led mixed use development comprising up to 8,500 residential homes including market and affordable homes; retirement homes and extra care facilities; a range of community uses including primary and secondary schools, health centres and nursery facilities; retail and related uses; leisure facilities; business and commercial uses; open space and public realm; sustainable urban drainage systems; utility and energy facilities and infrastructure; waste management facilities; vehicular bridge links; creation of new vehicular and pedestrian accesses into the site, and creation of a new vehicular, pedestrian and cycle network within the site; improvements to the existing highway and local road network; undergrounding and diversion of power lines; lighting; engineering works, infrastructure and associated facilities; together with temporary works or structures required by the development.
