Harlow Council reveal reason behind delays to Harvey Centre car park repairs

WE HAVE been contacted by a number of residents, who wondered why the repairs to the Harvey Centre car park seemed to have stopped?
So we asked Harlow Council.
A Harlow Council spokesperson said: “The contractor that was undertaking the works has gone into administration.
“The Harvey Centre team have been working with the administrators to establish a route forward and are currently working towards appointing a new contractor. Works are being targeted to restart in the summer.
“There is no financial impact to the council as the full costs of the car park works were accounted for in the acquisition costs of the Harvey Centre as the works had not been completed at the point of purchase.
There is a financial cost to the Council, that is the lost income on a daily basis because hundreds of parking spaces cannot be used. I was going to raise this matter at the next Full Council meeting. Perhaps Councillor Leppard or whoever will be the Finance Portfolio holder can furnish readers with the an answer to the question of how much is being lost? Novation of contracts costs money due to the re-tendering process and the prelims attached to it. Not to mention the difference between agreed cost of previous contractors and the new. Either way, it does not take this long to complete the process.
Complete mess but is anyone surprised.
If you're not going to repair it any time soon then remove the metal fence and let people use that storey! You're not doing anything, only blocking so many parking spaces! Ridiculous!
So did the Council not Check the financial position of the main contractor before the contract was given. Incompetents at this level is unacceptable, Councils need to stop signing of Public money and use employees with the correct skill sets who understand the engagement of third party's instead of nod nod wink wink, my mates can do it and we know what that leads to.
They went for the cheapest contractor to save money councils put up rents year after year but they get tighter and tighter on spending someone is pocketing the difference
