Objections to bid for conversion to House of Multiple Occupation in The Downs

THE conversion of an existing garage into a summer house is set to go in front of the Harlow Council planning committee.

Planning permission is sought for the conversion of the existing garage into a summerhouse. The location is 5 The Downs, Harlow.

It will be used as a communal space for the tenants of the HMO and will remain incidental to the enjoyment of the property says the report.

Three objections were received regarding the proposal. Their comments can be summarised as follows:

– Parking: the garages were built to alleviate parking congestion in The Downs; this issue still exists and is therefore a good reason to retain the garage. There was a proviso in the previous Planning Permission that stated that the garage forecourt hard standing should not be used for permanent parking. The building should remain as a valuable garage facility, especially as it is wide enough to accommodate a modern sized car. There is also another HMO at No.15 The Downs, so with all the parking problems these dwellings bring wouldn’t this “summerhouse” just exacerbate this?

– HMO: the property is a HMO. The proposed summerhouse could be let out as a studio. How can you be certain that this proposed “summerhouse” is not just another room to let out? There is no obvious asset of a summerhouse to a Multi Occupancy property.

The application will be held at the Harlow Council offices on Wednesday June 7th at 7.30pm.

Just allow it? Sorted. "There was a proviso in the previous Planning Permission that stated that the garage forecourt hard standing should not be used for permanent parking."

Already too many HMO's in The Downs. Who benefits? Only the landlords charging too much money for the size of room being rented. New tenants every other week, no commitment to staying long term or becoming part of the community. Let these tenants have a longer term future instead of lining pockets of greedy landlords. Maybe cap the amount they can charge for rent and they'll be less likely to buy them and convert them

We have HMO's because our selfservative council refuse to accommodate anyone. The only options are HMO or sleep on the streets. If you just say no to HMO, you have homeless people everywhere. You need an ALTERNATIVE first, but our council are just not interested.

When you move into an HMO, you're given an abusive family as a matter of fact. Have just spent a year in one. HMO's are disguised rehab centers. Most tenants are ex-jail mates and forcibly drugged psychiatric patients on a Community Treatment Order (CTO).

74 the downs is HMO and so is 70 downs and the road is their parked cars. The bay gets used for dumping ; the idea was to free the road but not with these new tenants they park outside their house!

No car park space very tight between cars already rubbish track struggling to move around same with ambulance etc parked cars already been damage due to fact above we already had several issue with nr 3 to convert summer garage to summer house is ok but when we asked for permission to do drive way on our cost it’s a No Go where is the sense of it

Mr gibbard would be rolling in his grave to think that Harlow council are making the the town in to a transit camp ,too many HMO’s ,just needs to keep building dwellings for long term residents
