HARLOW Council has secured £19.6m of funding from the Government’s flagship Levelling Up Fund following a successful bid in 2022. The funding will provide a new Arts and Cultural Quarter that will form a new western gateway as part of the regeneration of Harlow Town Centre. The scheme will complement Harlow Playhouse’s current offer as well as bring forward a range of new and improved key spaces such as:
- Performance & exhibition spaces
- Cafe and booking office for the Playhouse
- Music school and recording studios
- Flexible studio spaces
- New location for the Gibberd Gallery and associated uses
- Improved public realm to provide opportunities for performances and a new public square/park
- Residential apartments to support delivery of the scheme
Have your say on the latest designs, which will be on display this Friday in the Discover Harlow hub in the Harvey Centre. The Leader of the Council, Councillor Dan Swords and Cabinet Portfolio Holder for Economic Development, Councillor Michael Hardware, and staff from the council’s Regeneration Team will be there to answer your questions!
Future consultation days at the Discover Harlow Hub will be announced soon.

It says 'residential apartments to support delivery of the scheme' so, are these for the council to sell at the market rate because the 19m isn't enough to complete the scheme on its own or are they affordable/social housing? Are the appartments being built using the levelling up fund money to begin with because I was under the impression that money was only to be used for public improvements?
Would I be right in saying that the multiple disabled parking spaces in that area, will now be lost under this scheme?
Is this consultation at the Discover Harlow Hub for one day only or will their be more days for people to visit?

Alan, no there will be lots of consultation. This is just highlighting one session of it - but will now be running on.
Seamus, no even more disabled parking is actually created as part of this scheme.
How about rebuilding The Square
Brilliant. Except it's during the working day, therefore prohibiting the vast majority of working people to provide their feedback.
So does that mean the two empty files in the west gate will FINALLY be built on?
Noticed the beautiful new seating area outside the library Sadly torrential rain so I could not linger but it will give a lovely almost continental vibe with suitable weather.Sure new development will be just as pleasing.Well done Harlow Council for your bid
