Harlow resident “goes to police” over councillor’s alleged failure to declare financial interest

A HARLOW resident has claimed that he has contacted Essex Police over an alleged failure of a Harlow councillor to register financial interests.

David Forman asked a number of questions at Thursday night’s cabinet meeting.

David Forman to Councillor James Leppard (Portfolio Holder for Finance
and Governance):

How can the public have confidence in in this administration’s system of
Governance and, in particular, the Councillor Code of Conduct in part 5 of the
Constitution when:
a) Only yesterday I made an online report to Essex Police regarding a
Cabinet member failing to register within 28 days two different
Disclosable Pecuniary Interests when becoming a councillor in May 2021
and again on re-election in May 2022 which is a criminal offence: and

b) A further failure of that Cabinet member to register the same two
Disclosable Pecuniary Interests in their Register of Interests dated 15
September 2023?

Reply from Councillor James Leppard (Portfolio Holder for Finance and
Governance):

“I thank Mr Forman for this question and bringing the omission to the attention of
the Council. I understand that the member concerned has reviewed their form.

“You can have no doubt that the Council takes Governance very seriously and all
members have attended training and will again this year after the elections as
the Code of Conduct has changed.

When government does wrong it is always an omission when we do something wrong there is always a fine or penalty.

I reckon it must have been one of the Labour ones on the books of HTS. They was the ones that set up HTS and was doing all the dodgy deals until it all changed last year. How can we find out for sure.

Have you not worked it out yet politicians are like the mafia they get rich and well off, from the taxes. The entire system is utterly corrupt.

Next time I fill in my tax returns and get caught out for not declaring something, I can simply apologise for the omission and send in another one.

Actually Adam do you actually know how much Councillors get paid? A year's salary for a Harlow Councillor is about £5k! Even the Leader gets about £12k. Very little is claimed for expenses. So I would suggest that Councillors are far from getting rich on figures like this. MPs on the other hand get paid about £80k, and claim all sorts on expenses as we know from the expenses scandal!

Mark, as we both know, this is actually an allowance, rather than a salary and is of course taxable. Whilst I often do not like the politics of those who are councillors, I can tell readers it is a difficult and time consuming undertaking, which is why so few people want to take on the role.
