Essex County Council to modernise Blue Badge applications

ESSEX County Council has selected IEG4’s Concessionary Travel Case Management platform to revolutionise the way Blue Badge applications are processed for residents across the county. As part of the council’s commitment to its “Everyone’s Essex” plan, Essex County Council aims to improve the wellbeing of its citizens, especially those with mobility challenges, by modernising its Blue Badge service.

The Blue Badge provision is a key aspect of the council’s disability strategy, ‘Meaningful Lives Matter’, which seeks to empower individuals with learning disabilities, physical disabilities, and sensory impairments. For those who qualify, the Blue Badge is vital in maintaining independence, overcoming social isolation, and accessing essential services.
In 2023 the council received 43,000 applications, an increase of 57% since the current system was introduced in 2019 — a figure which is predicted to climb further as the county’s population ages. The existing system, which involves several manual forms, will be replaced by a state-of-the-art case management system that will streamline the entire process, from application submission to assessment, decision-making, and integration with the council’s website and payment systems.
Robbie Watson-Levey, Head of Customer Engagement at Essex County Council, said of the transition, “Our current system does not meet the needs of our residents and the implementation of IEG4’s Blue Badge digital solution is critical for us to provide an improved service in the face of rising demand for Blue Badge applications. Not only will this modern system ensure we meet our statutory obligations but will provide an improved experience for our residents who rely on the Blue Badge to maintain their independence. The new solution will also streamline the application process, removing manual tasks to allow our officers to focus more time on assessing applications. This investment reflects our commitment to listening to customer feedback and delivering an improved digital solution.”
With the Department for Transport reporting a 9.7% increase in Blue Badge applications nationwide in 2023, the adoption of this solution comes at a pivotal moment. As one of the largest counties in the UK by population, Essex County Council has seen a higher-than-average increase in applications, placing even greater importance on the timely implementation of this system.

The project is currently being mobilised, with deployment expecting to take a matter of weeks with go-live scheduled for early December 2024.

Part of the issue is when the blue badge scheme went from for those with "a physical disability so close parking is needed" to adding "hidden disabilities" in the qualifiers and in doing so, opened the flood gates to disabling conditions which are not for the purpose of parking, a disability. That led to the current condition of the blue badge office being swamped and upto 12 week waits. The scheme needs to go back to its original guidelines of a physical disability.
As someone with both physical and hidden disabilities i disagree with your statement both have genuine conditions that require a blue badge and to just say no they cant have one because i cant see it is wrong on borders discrimination
I have a Blue Badge, I think when displaying it Should show your Photo and Name, because the amount of people who use there MUMS OR DADS, And has your photo But it's on the opposite side. I hope that changes some times when parking you see some young driver jump out and takes a space that a Disabled person needs.
The scheme has been plagued with widespread fraud and misuse and this has increased since the hidden disability category was added. Just the other day, while waiting to collect my son, l noticed that there was a van parked on a double yellow line, displaying a blue badge. The local traffic warden approached the van, ready to issue a PCN, then glances at the badge and moves on. The van driver turns up carrying a large heavy box, he doesn’t appear to have any disabilities, hidden or otherwise, after placing the box in the van, he drives away. He is so confident that the traffic warden won’t question him, as it’s too much hassle, as he could be a genuine case. The traffic wardens appear not to want to get involved in this misuse issue, so long as the vehicle has a blue badge displayed and is legally parked, they move on. The whole scheme needs a radical overhaul to make this sort of misuse easy to detect and prevent it reoccurring.
Photo should put front of badge
I always thought the photo should be shown, as that's how I remember my mother's badge to be displayed. I have a physical disability with both my arms, in fact only 1 arm works, but my legs heart lungs etc are good, but carrying items, shopping etc far is very difficult. But I haven't been able to have a blue badge. The whole system is questionable
I agree with Paul , if the photo was on the front it would stop most people misusing the badge
I watch someone park in the closest to the building disabled bay every day at my local train station. They jump out of the car and run up and over the footbridge. Hidden disability aside, I can tell this person is a third party user. It’s just wrong and creates resentment from assumed misuse. If the photo was visible and not them, I would speak out, or report them.
