Princess Alexandra bosses may abandon plans for new hospital and opt to re-build on existing sites

THE boss of Princess Alexandra Hospital Trust (PAHT) has confirmed that they may abandon plans to move to a new hospital and may concentrate on improving existing sites.

Until this week, Plan A was a multi-billion pound new hospital by Junction 7a of the M11.

But as YH readers know, the date for a new hospital has been put back and back and back.

The most recent announcement (January) referred to a start date in 2034.

However, when you have political masters and there could be two General Elections between now and then, the PAHT bosses led by Thom Lafferty, appear to have run out of patience.

Instead, “all avenues” will be considered to “unstick” the building programme including the construction at the existing Harlow site on Hamstel Road.

Thom Lafferty, said: “We are seriously considering the revision of our new hospital programme strategy.

“To the frustration of members of the public and to the great frustration of our own staff, progress on securing a site for the new hospital for Harlow is extremely slow.

“We met as a trust board last week and agreed that in 2026, we must consider all potential avenues to be able to unstick the plan, which we think is fundamentally stuck. We owe it to our staff. We owe it to our local people.”

The new plan appears to centre on improving facilities at the present hospital on Hamstel Road. In many ways, this would fit in with the regeneration of the town centre and improvements to roads.

There is also the plan to move Phlebotomy (Bloods) to The Harvey Centre.

Mr Lafferty added that “Plan A” remained building off the M11, but construction at Hamstel Road offered some advantages.

“Subject to approval of a new business case, this “Plan B” could be delivered more quickly on the site that the trust already owns and controls. The costs would also be staggered, with building in phases, and the project could be part of a wider Harlow regeneration”.

There are also plans to improve Herts and Essex Hospital in Bishop’s Stortford,  St Margaret’s in Epping and facilities in Ongar.

They have cited examples of Watford and in Cornwall, where hospital trusts have built on existing sites.

YH got the distinct impression that Mr Lafferty is a dynamic can-do type of leader and so when he used terms such as “we won’t tolerate delay” he wants to deliver what is best for the people of Harlow and beyond.

He said: “We are clear as a trust board that we can’t continue to tolerate this ongoing delay, particularly given some of the infrastructure issues that we face every single week that cause us operational disruption.

“We are actively considering all potential options, including building on our own site to see if we can accelerate as part of the national New Hospital Programme.”

YH will be gauging response from politicians regarding this news.

Nothing delivers like a state project, just think of all the money which has been wasted. All the tax money people worked hard to make only to see it wasted by the NHS.

I would imagine the cheapest and quickest option would be to turn Princess Margarets at Epping and the Herts and Essex at Bishops Stortford both into full time 24 hour Hospitals. this would spread the load more equally and give time to consider another huge hospital whilst the three existing reduce waiting times, appointment times and reduce operations lists.

Thanks so much Boris Johnson! Your penchant for spouting farts of fantasy has created a legacy of untold pressure on our beleaguered NHS. And if it weren't for the economic self harm of Brexit - BJ's biggest gas expulsion - we would have the financial clout to deliver these projects so much faster!

Seamus has a point about improving facilities in Epping and Bishops Stortford. However, building on the existing site doesn't solve the existing drainage issues. However, the use of directional drilling may aid in laying new drains. I know from being a former network implementation engineer on the Viatel Cerce Pan-European Network that directional drilling helped them build the network in just over a year, and this was 25 years ago. Bechtel built the network.

Amazing..Yesterday the Government announced it was to spend £570 million on rejoining the Erasmus student mobility scheme for 1 year 2027, which could cost £6 billion if we join for the next 7 year scheme. WHY.? Another £20 million to train teachers to spot misogyny, surely teachers are intelligent enough to spot misogny.? Why can't this be spent on Hospitals.?

A multistorey car park would free up so much land. We will still have a state of the art hospital right where it belongs. Some weight needs to be taken off PAH A+E it serves too wide an area. Perhaps more walk in centres. I don't agree with the blood testing unit in the Harvey Centre. It needs to have easier access.

I was at the public meeting of the Board when they took the decision to go for the preferred option of moving to another site, with the carrot that it would open in 2025, a year ahead of if they remained on the present site. To be frank it seemed daft at the time to move to a site which they did and still don;t own, one partly on a flood plain, one with no services such as water and gas nearby and one three miles from where hundreds of staff live within walking distance of the existing hospital. The Harlow Alliance Party said at the time that the hospital should remain on it's present site, which is afterall at the centre of it's "catchment" area, with numerous roads leading too it's three entrances. What was lacking at the time was any involvement with the users of the hospital, who were never asked where they felt it should be sited in the future. Another bonus from this decision is the fact that some 500 new homes were to be built on the existing site, so at least another 1500+ new residents will not be seeking the services of the hospital.

So the 10,000 houses that are going to be built off the 414 at Eastwick will not add pressure on the current hospital Nicholas? And let's face it parking for the hospital is already a joke.

Jac, I quite agree with you, as far as I am concerned none of the new developments around Harlow should be started until the town has a new hospita and even them I would still object to them. They have nothing to do with housing need, it is all about housing greed.
