Letter to Editor: Please don’t evict us from our garages

Dear Editor,

I am writing on behalf of residents from Stackfield, Mark Hall Moor, and Great Plumtree following a recent meeting with residents, Cllr Paul Jago of Reform Harlow and Michael Houlihan of Harlow Labour concerning Harlow District Council’s proposal to demolish three blocks of garages across these estates.

At the meeting, residents heard how one tenant received notice in November that the garages he rents were to be demolished, followed in December an eviction date of 16th January, without any offer of alternative provision.

Only after intervention was an alternative eventually suggested. Many others present reported receiving no such offer at all, while some had received no letter whatsoever. Around a dozen residents attending the meeting were either directly affected or deeply concerned that their garages may be next.

It is important to make clear that these garages are not derelict. The majority, well over 50% used as previous criteria for this type of work are currently in use.

Residents strongly dispute any suggestion that they are redundant or unused. In fact, all of the garages could be occupied were it not for the council’s refusal to release vacant units to people on the waiting list, citing the need for refurbishment.

This decision has artificially reduced usage and cannot reasonably be used as justification for demolition.

A number of troubling issues were raised. Residents described repeated forced relocations between garages, difficulty contacting relevant council officers, and a lack of clarity over notice periods.

Others highlighted the poor condition of the garages, noting that requests for basic repairs or permission to improve them were refused, while the buildings were allowed to deteriorate.

One particularly concerning account described a garage being declared unsafe by a surveyor, only for this assessment to later be withdrawn, leaving the tenant unable to use the space but still paying rent.

These experiences point to inconsistency and a lack of proper oversight.

There are also serious practical consequences being overlooked. Some garages near Stort Tower in Great Plumtree are used to store bicycles that residents rely on as a primary form of transport—particularly when lifts are out of service.

If these garages are removed, residents could be forced to store bikes inside their flats, potentially carrying them up and down nine flights of stairs, which is neither safe nor reasonable.

It was also noted that some garages are currently used by the council itself, and that there is no clear parking pressure in areas such as Stackfield or Great Plumtree to justify demolition and replacement with hard standing. Importantly, several residents rely on their garages to store mobility scooters.

It is deeply ironic that a move intended to improve accessibility could instead disadvantage the very residents it is meant to support.

Through a Freedom of Information request by Cllr Michael Houlihan, it has been established that the garages generate more income in rent than is spent on repairs, indicating that demolition is not financially driven.

Furthermore, while housing developments fall under Conservation Area rules, the garages do not—raising further questions about the justification for their removal.

Residents are not opposed to progress, but they are asking for fairness, transparency, and proper consultation. Informing tenants by letter after decisions appear to have been made does not amount to meaningful engagement.

At the very least, residents are seeking a pause to the evictions and demolition, clear justification for the proposals, and guaranteed alternative solutions for all affected tenants.

A compromise must be explored.

As part of the council’s Building Harlow’s Future plan, 1,000 new parking spaces were announced in November 2025.

While I admire the ambition behind this target, Harlow District Council must remember that rushing to fulfil numerical goals without proper care and attention is counterproductive. The needs of residents must come first—always, and without exception.

The Council will just neglect the garages until they are on the point if collapse anyway. Thats what they did in our area, whilst continuing to charge extortionate rents, and it's what they'll continue to do. Good luck!

Council don’t care they knocked Joyners field down have put fences up that are not hire enough and also put railing so anyone that wants to break in to the house via the rear can absolute joke

I am sorry for the people who may lose their garages, but if they were used for cars instead of belongings , you may be able to keep them, and clear a lot of on road parking

Well done for highlighting these issues Julie Taylor, excellent work. Joyners Field residents have had their gardens exposed since the removal of garages, a risk to their personal safety and security.

The garage blocks in Rectory Wood have been sold to an unnamed property developer, no doubt soneone on the council received a large back hander. People in the area were told that no garages were available for rent over the past few years, and this is happening town wide.

The council is so unfair to their tenants, we pay an absolutely extortionate rent for these garages which go up in rent every year. In 20 years the garages by me have had no maintenance what so ever, including mine. They constantly leaked until my neighbour and myself got up and cleaned the roofs, guttering and downpipes. Like our lovely government that tak take take and give nothing for it. I really feel sorry for the people being affected, but they already have plans for the land, I really hope I'm wrong and the council grow a conscious. Bring the cost of a garage down as you have had your money worth time and time again. Stop being greedy and more garages will be rented

For residents who rely on their garages to store their mobility scooters, these expensive and vital pieces of equipment cannot reasonably be left chained outside in all weather conditions, nor can they be carried upstairs or taken in the lift to the flats within Stort Tower. Proposing alternative garages located some distance from residents’ homes is therefore impractical and inappropriate, particularly given that mobility limitations are the very issue in question.

For the residents who rely on storing their mobility scooters safely inside their garages, this situation will be particularly worrying. Mobility scooters are expensive pieces of equipment, and cannot reasonably be left chained outside in all weather conditions at risk of being stolen, neither can they be carried upstairs and wont fit safely in the lift within Stort Tower. Proposing alternative garages located some distance from residents’ homes is therefore impractical, inappropriate and inconsiderate particularly given that mobility limitations are the very issue in question.

What the council has done here follows a pattern of failing to adequately consult and inform residents about issues which affect where they live. Recently, as leader of the Harlow Residents Alliance I took up the issue at a Full Council meeting. Residents in Felmongers were given just nine days to seek information when the council decided to sell some garages in Felmongers. They were advised that the council report could not be seen by residents until AFTER councillors had made a decision to sell or not and were given no information about how this would affect the future use of nearby garages. The simple fact is, most if not all garage blocks have been left to fall into disrepair, despite the rent charged to occupiers, giving the council an excuse for either selling them off to an "investor" or demolishing them. Cllr Swords responded that mistakes had been made and would not be repeated, it seems however that his administration has let down residents once again. In his response he did say that tenants in blocks which were to be sold would be offered garages elsewhere, all well and good if there are any vacant ones nearby, no good if not.

The garages don't owe the council anything, they've been paid for over and over again so any repairs cost the council nothing, they're making bundles of dead cash so it's in the councils interest to keep renting rather than knock down and also help keep the already over crowded streets abit clearer!

Hi Julie, when our original garage became unuseable we moved to one that was considerably less convenient.location-wise. The escalating rents forced us into an economic decision, and we paved over our front garden, and now use it for parking. We never wanted to take this step, preferring to keep a green space, but the council's constant squeeze on rents gave us no choice. Obviously it's not an option for many, but it has saved us a great deal of money. There was no change to our car insurance premium.

If these garages are demolished, it would be forward thinking that an electric charging point be installed, for domestic (local) use and providing an outlet for recharging mobility machines.

Hi I have a garage in Tany’s Dell and have had a council Inspection, I now fear that’s it’s a matter of time before I receive my ‘notice of demolition’ letter. I’m appalled that there’s been no garage tenants or residents consultation on this matter. This is a CONSERVATION area !!! and I feel that not just the garage tenants but all of those within the area should have a say. The GARAGES are part of the LANDSCAPE and the LANDSCAPE is part of our HERITAGE !!!!! I will be emailing the relevant councillors and seek for a ‘Stay of execution’ in support of those already in process of vacating their garages to have a proper CONSULTATION with all the garage tenants and residents of the mark hall conservation area

Many of the garages in Purford Green have been sold to a management company called Courtman & Co Estate Management. Over a 14 day period they put on new roofs, installed new, more secure doors, built an additional 2 new garages and surrounded the whole site with fencing. And best of all the cost came down! This is also the case for some of the garages in Clover Field. So far they have provided a far better service than the council used to.

In response to Mr Forman's comments above: Cllr Paul Jago of Reform (a Mark Hall councillor) was one of two councillors who attended a crisis meeting with affected residents last week and is in constant contact with them, collating their concerns and taking up their case on their behalf with the Leader of Harlow Council. Elainemmm, if the garages are demolished and there is nowhere for the residents to store their mobility scooters, an electric charging point would be pointless.

The council should ideally be looking at the flats in this area and considering sturdy bike sheds or other storage options. There is a parking problem in GPT because the garages at these flats were recently demolished and the residents from other areas close by have using the spaces, resulting in residents of the flats having to find parking elsewhere. Nothing is thought through properly or residents wellbeing and accessibility considered.

This has been a long standing issue for years. When I was on the Council back in 2000-4 I got the garage options working party set up. Across the town various blocks were looked at for repair, rent promotion or disposal. It was also done in conjunction with proper discussion with residents. Soon after I left it was dispanded, much to my surprise and disgust, like the playgrounds working party. To me it clearly still needed and residents can state their positions and needs. The Council is acting like a dictator and not listening to residents. Cllr.Jago is heavily involved and has called on his Labour Colleagues to be involved in the interests of residents.

Just to follow Tony Wiseman comment above, yes like him I was very pleased to see the garages in Purford Green being renovated by Courtman & Co and the rent being lowered, but in the last couple of weeks the good news has all come to an end first with a letter stating they will be marking out parking bays in front of the garages and if a tennant wishes to park in front of their garage there would be a £3 per week extra Oh and their contact does not allow you to store a motor vehicle inside the garage. Then yesterday received a letter from Courtman & Co that the current tenancy agreement will expire and a new tenancy agreement is available but for £260 a quarter a rise of 66.6% these no other word apart for greed. I will not be signing a new tenancy with them.
