Over 900 litter louts fined for dropping cigarette butts

AT Thursday’s Harlow Council Cabinet meeting, councillor Bob Davis (Lab) asked a number of questions regarding the work of the environment wardens in Harlow.

In answering the questions, the portfolio holder for the environment, cllr Nicky Purse (Cons) gave a breakdown on the fines.

Total No of Fines: 1,117

Cigarettes: 933

Other Litter: 110

Fly-tipping: 64

Duty of Care Notices: 16

Cllr Davis then asks Cllr Alastair Gunn whether it would be better if these services be brought in-house.

This is nothing new, there been been doing this for months. But no sign s up warning people. They just jump on you coming out of shops. Theses are not small fines, I know two people got fined, &160 quid , &80 quid each person. PUT SIGHNS UP TELLING PUBLIC YOU HAVE PEOPLE HIDING IN THE SHADOWS, WAITING FOR EASY MONEY. THIS FINE IS FAR TO HIGH. People are having hard times now,

Don't drop cigarette butt's then it's quite simple , trouble is some people are very lazy, we have a cigarette box on the wall outside at work but most still drop the butt's on the floor or in the nearby drain its staggering that some still think its OK to litter everywhere. If you can't pay the fine don't do the crime.

Let's fine the council for allowing acres of land to be buried under bricks and mortar. At least cigarette buts can be easily swept up !!

Yes and the people who are being caught are giving false name and addresses - what a surprise! We received a fine to our house, for someone we have never heard of! No contact details on the letter, just an automated phone number wanting payment. Phoned Harlow Council and we either have to fill in an online form that asks for our name, date of birth and address or go out of our way to write a letter to advise the person does not live at this address and post, with a stamp - who has any of those anymore - to avoid the possibility of bailiffs coming round. Good job as ever Harlow Council, wouldn’t surprise me if the environment wardens are making up details to ensure they hit their numbers.

Novoman, my comment regarding bicycles and electric scooters was in reference to them being ridden in the town centre which is a pedestrian only area, it is illegal to use an electric scooter anywhere other than private land, anyone using one is breaking the law by doing so anywhere in Harlow.

Kim O'Connor I am against people littering and fly tipping but have a look on YouTube and see how people do not pay the fines. These streets wardens have no power and people caught dropping cigarette butts just walk away and get away with it.

In reply to Kim Oconnor. Why are the fines too high? If you lived in Japan or Singapore you would soon be marched off to jail for dropping any cigarette butts. The fines should be far higher than what they are. Japan and Singapore are probably the cleanest countries in the world, whereas this country is one of the filthiest. But it's not only cigarette butts. Everywhere you go you see litter scattered all along the gutters, hedgerows and roads. People say the Council need to clear it up, but it's the people who put it there in the first place. During the first year of Covid, I stopped using the buses and walked into town. If I had a £1.00 for every discarded face mask I saw, I'd be a rich man by now. And mentioning the buses, how do people get away with getting on a bus with Burgers/chips/ coffee or tea in Harlow? I visited my sister in Norwich a while back, and some guy got on the bus with a polystyrene cup of coffee/tea, and the bus driver immediately told him to get off and discard it or he would not be allowed on the bus. Portsmouth is another place where this rule is enforced. People need to clean up their act.

Charlie, let me make it clear, I'm against any littering. But there should be signs up . Not sitting in the shadows waiting to pounce. And yes the fines are to high, this is nothing but easy money for councils. If littering was so important to the council why are they not getting people out looking at the bigger problems. Like fly tipping.

so you want to be warned that there might be someone waiting to fine you, what a silly comment its quite simple dont drop the litter in the first place IT AINT ROCKET SCIENCE!! , if you get a £100+ fine im sure you wouldnt do it again

You would soon moan if the council did nothin about it and let people litter everywhere, you can't have it both ways
