Harlow MP Chris Vince makes key address following King’s Speech at parliament

HARLOW MP Chris Vince was given the honour of making the humble address following the King’s Speech at the set opening of Parliament.

Mr Vince said: “I want to take this opportunity to write about something positive. Many readers will see the news headlines and, rightly, think that negativity is baked into our country. I take a different view – there are reasons to be hopeful. Our country, and our local area, is incredible and we should take every opportunity to remember that.

I write this on the day of the State Opening of Parliament, where the King delivered a speech to Members of Parliament, setting out the year ahead, in all the pageantry that befits one of the world’s longest standing democracies. As part of this, I had a unique chance to represent our community in a way that has never been done before.

It is tradition that MPs debate a “humble address”, which is in essence a way to agree formally with the King’s Speech. This starts with a long-serving Member of Parliament “proposing” the humble address – which is a way of starting the debate, and with a newbie Member of Parliament “seconding” the address. As a new MP, I was the seconder.

This is the first time an MP from Harlow has been given this opportunity. Admittedly, Winston Churchill technically represented Harlow before it was a New Town and came under the Epping constituency, and as Prime Minister, he would have had a formal role in the King’s Speech. Yet, since Harlow has been its own constituency – including Roydon, Lower Nazeing, and recent joiners in Hatfield Heath and Hatfield Broad Oak – this is the first time it has been proposed or seconded by a Harlow MP.

By convention, the speech is not controversial – so nor will I be in retelling it. It is a chance to speak about the place you represent, which is something I will never turn down. I spoke about the ingenuity found in our community – the birthplace of fibre-optic, the hard work of the Lea Valley Growers, the strong sense of community in Hatfield Heath that shows me what it is to be British.

It was a chance to recognise, in front of politicians from all walks of life, from all parties,  that this constituency is the best to represent. We have a healthy balance of rural and urban, of younger generations and diligent workers, of strong independent businesses and national centres of excellence and expertise.

The speech is also meant to be funny, though I will leave that to my critics to determine. What I will say is that it is an opportunity I am honoured to have had. Our community has an incredible past and a bright future – and I am glad I had the chance to tell the country that today.

I was waiting for the bit about a new Prime Minister. Maybe tomorrow will see the start of the process with Labour Together's announced successor, Mandelson's buddie Wes Streeting?

Hold that front page, MP Vince used the words Potter Street. A place he knows apparently but does little to improve the services it needs. And of course the term Harlow was used as if he didn't know where he was voted into to represent in 2024. Perhaps if he mentioned Potter Street as often my area might get the vital services it needs: but don't hold your breath because Potter Street lost its doctors surgery in 2018!

Harlow is at the centre of the UK Innovation Corridor. The refurbishment going on has a lot to do with that, and its not just down to Dan Swords and the Conservatives (although I don't disparage their work). Furthermore Harlow will be the seat of the new unitary authority of West Essex comprising Epping Forest, Harlow and Uttlesford district councils. With the arrival of the UKHSA to the old GSK site, Starlink communications relay at the Pinnacles, the Kao data centre, the Innovation Park and other tech and life science enterprises in and around Harlow, Chris Vince is right to say the town has a bright future. One suggestion; West Essex is a dreary name for a growth area. How about WESTA , the West Essex Science and Technology Authority? That has more pizzazz!

Potter has done pretty well under the Conservative council. 1. Upgrade to splash park 2. New benches in Larkswood 3. New concrete posts on Potter St exit of Chapel Fields garages 4. New Council houses being built in Pytt Field 5. Approval for NISA shop at North End of Potter St 6. Clean up of Kingsdon Lane ponds 7. Additional dog waste bins on Harlow Common 8. MIND centre in former health surgery 9. Community allotment in Carters Mead supported by Council & HTS.

I found Kemi Badenoch’s address to Chris Vince quite funny, reminding him how the Harlow Conservatives swept the board at the elections last week. At least he took it all in good humour and grace. Kemi is a force to be reckoned with!

Gerri, the importance of a doctor's surgery and local neighborhood council services are clearly needed given the demographics of Potter Street as I stated in my post and apart from the housing all the other things are just what you pay for in council tax.

For Stephen Archer's benefit, it appears OFCOM have yet to authorise Starling's two new NGSO Ka-band gateways in Harlow and the one in London. This has arisen because of Amazon Leo's intervention into the licence application process. Amazon Leo said: "However, the application (Starlink's) does not presently include an analysis addressing coexistence with Amazon Leo’s network and user terminals, which may be deployed across the entire UK." OFCOM also say: "The proposed two Starlink gateways would be, however, the first NGSO gateways to be located in an urban area." Maybe something for Chris Vince to shake the tree? I wonder if Chris Vince thought that if he said Harlow enough times, he would convince himself that he actually represents the people of Harlow? Instead it just sounded like like he was repeating beetlejuice 3 times and up popped a spectre who did nothing for anyone other than himself.

Gary Roberts, what is the purpose of Council Neighbourhood officers. What services is it expected to provide that are not currently available and what would be the cost of running such an office? Which other neighbourhoods in Harlow have this facility?

Gerri, as one of the last Neighbourhood Managers at the Potter Street (and Bush Fair) Neighbourhood offices I can give you a full run down of what services a Neighbourhood Office provided. Contrast to this now, were it is almost impossible to speak to a council officer or councillor let alone meet one in person. A phone call to the Civic offices can often mean being in a long queue before you get an answer. Between 1950 and 1995 (ish) the Development Corporation and then the Council had four what was known as Rent Offices by many but in about 1995 they opened three more and turned them into Neighbourhood offices where a whole range of council services could be accessed, where council meetings were held which local residents could attend, Tenant Advisory Group meetings were held there as well as Councilors surgeries.. They became the focal point for the community for all sorts of reasons. We have a council which thinks regeneration lies solely on building new buildings. What really matters is rebuilding communities, improving the well being of residents as a whole. It's why in most of the country there are Town and Parish Councils. As things stand, the future of Harlow will be in the hands of councillors who live as far away as Chigwell and Saffron Walden.

It was good to hear Chris mention my cousin George's achivements in the field of Fibre optics in Parliment. Chris, his team, the chair of the Harlow Civic society, myself and the family had a great day finally getting the recognition my Cousin deserves. Even though I did fluff my speech slightly.
