ANYONE who went for a bit of exercise in Harlow Town Park on Saturday morning would have been dismayed at the site of overflowing bins.

The bins by the Greyhound car park were in an abysmal state, as was a bin close to Howard Way.

Yes, we know that the council should be emptying bins but there is also a thing called individual responsbility.

A cursory glance of the rubbish shows it was largely coffee cups and takeaways.
