Harlow Council calls for power to impose fines on unauthorised skips

COUNCILS are seeking powers to impose fixed penalty fines on those who park unauthorised skips on roads reports mrw.co.uk

These powers are for historic reasons available to London boroughs but not elsewhere in England.

In a letter to the Local Government Association (LGA), a group of councils mainly in Essex said they wanted to be able to fine a range of offences. These included depositing a builder’s skip on the highway without permission, failure to secure its lighting or other marking and failure to secure removal of a builder’s skip. It proposed a penalty of £150 for each.

The letter said: “The 12 local authorities who have co-signed this letter are experiencing dangerous highway offences such as unlicensed skips and wilful obstruction of the highways without the ability to tackle the problem. 

“There are incidences of unlicensed skips that obscure the view of passing motorists and cyclists. The ability to deal with such offences by way of issuing fixed penalty notices would not only ensure a more efficient and effective response but would increase public confidence by better protecting our residents and businesses from environmental crime and antisocial behaviour.”

A report by the LGA supported the idea and noted: “At present, the only route for councils outside of London to deal with such offences is through issuing warnings and then prosecution. 

“This is considered to be an unfair and inconsistent approach for non-London authorities and can be very time-consuming and costly.”

The letter was sent by Rob Gledhill, leader of Thurrock Council, on behalf of Basildon, Brentwood, Castle Point, Chelmsford, Colchester, Harlow, Luton, Maldon, Southend-on-Sea and Tendring councils and Essex County Council.

Unintended consequences, skips are usually there because someone wants to dispose of waste responsibly: make it more difficult and complicated and what might happen? People and traders might dispose of waste by putting it in smaller quantities and taking it to recycling centres in Van's, where they get more hassle and bureaucracy, so they dump or fly tip it. Clearing up flytipped materials is enormously costly and damaging to the environment. Governments / Councils can't see beyond the end of their noses, the whole issue of waste and recycling needs a complete revamp. It's the same here years back when the 'free' heavy squad services were cut back fly tipping increased. If Councils provided a skip service at competitive rates and set up better recovery repair recycling centres then the services could be regulated and even some surplus made. Better for the environment and we wouldn't be wasting public money on policing, other administrative officers or even court action.

As usual Harlow Council seem very quick to try and make a few bob at least these people are sensible and disposing of there rubbish maybe Harlow Council would be better off using their time and Resources to catch the fly tippers within Harlow I should think it's costing Harlow Council a fortune keep sending Manpower and vehicles to clean up the mess

Once again its all about getting money out of people for doing nothing The cost of landfill is already expensive the average price of a 6 yrd skip is £250, by the council putting even more costs on will cause even more fly tipping For once use your brains and don't put greed ahead of doing the right thing

That will just make it more difficult for people to dispose of rubbish properly. Will lead to more illegal dumping

I don’t think this is about making more money but about controlling unlicensed skips on highways. If you order a skip to be put on a highway from a reputable contractor they will obtain a licence from the County and it will be included in the price of the skip. As an individual you cannot get a licence as the applicant has to be licenced by the Environment Agency to transport waste. Unlicensed skips on highways are likely to be provided by unlicensed contractors and there is no telling where the waste collected will end up. To be clear if you place a skip on private land you do not need a licence and you will not be fined

I wish people would read things properly. It states quite clearly “unlicensed “ so, if you order your skip from a reputable licensed company you won’t have anything to worry about. If the company is unlicensed it begs the question “where will my waste end up”.

This council, it seems , will use every opportunity to place a fine on you. From skips, to putting your fag out on pathments, which is &80 quid a person. This is no different, if this council was to lower prices on there skips, then perhaps people wouldn't shop else where. Why do you think people fly tip, because they carnt afford your prices that's why , not with everything else going up. If this council wants to really stop fly tipping, then lower your blinking prices. Simply.
