Harlow Greens demand action over discarded road signs

A LEADING member of the Harlow Green Party has asked the council what they are planning to do with the amount of “street litter” left by road workers.

Jennifer Steadman asked council leader, Dan Swords what he planned to do about this.

There is still a "dead" sign pole left on the Gilden Way spur from when Gilden way was developed. It is marked with a white cross as it is supposed to have power in it. Both the road builders and Harlow Council have said they would remove it a long time ago, but it remains. There is also an illuminated speed sign that looks like it is falling over. This has been reported twice over months to Essex CC, and still nothing gets done.

There is also a sign post by Mark Hall school directing you to the Corus Churchgate hotel. There are so many cones dumped in the bushes and by the side of the road. Metal frameworks just left behind, sandbags etc. Traffic islands smashed to smithereens with dangerous chunks protruding. It's not much to expect the road workers to tidy up when they finish a job. It's not just one or two frameworks or signs, there are loads around the town! If we dump our rubbish, we are rightly fined, so why aren't they being charged for littering?

Under the New Roads and Streetworks Act (NRSWA) 1991, it gave widespread powers to Highway Authorities to control roadworks on their roads. Nowadays before any works are carried on the highway, a HA permit must be obtained. One condition of this permit, that upon completion of said works, all signs, barriers and cones must be cleared away, any items that are left behind, the responsible Utility will receive a fine per day until the offending item(s) are removed.But there lies the problem, the HA are quick to send out fines to the Utilities, if they discover even 1 cone left on site. The HA should be doing the same, sending out fines to their Contractors, who have clearly not cleared their sites, but they don’t, it’s like marking your own homework. Hence the amount of old rusting signs and cones left behind long after the road improvement works is completed.

Well done. about time someone spoke up. Although I do find it surprising that you can see how that mess might upset the public, but not see how Fripps's farm entrance might be upsetting the neighbours and public who walk past it. That's without how it might affect the local wildlife with all that plastic blowing about.

Yes I've been reporting this stuff for years. Contractors should be fined. But Harlow need to do too..just clear up the sandbags.. it'd a nationwide issue. Herts is the same..MPs need to act too. Soe debris on Katherine's way been there a year. They took some of it after my chasing but not all. M11 roundabouts littered even the new ones now. And the one near the station. This is what greets people entering Harlow. ECC are a disgrace but Harlow. Just pick it up. Don't leave it. Frames cones and sandbags..
