Harlow Labour leader on Terminus House: From citizens of Harlow to citizens of nowhere….

THE leader of Harlow Labour has responded to the news that Harlow Council is set to buy Terminus House.

Councillor James Griggs said: “The announced intention to buy Terminus House is welcome news, it is entirely sensible for the Council to own as much of the town as possible.


“It’s what it does with it in the long and short term that matters.

“I have frequently criticised the disgraceful language of the Conservative leadership when they refer to the residents of Terminus House as having been ‘dumped’ here by Labour run London Boroughs. It’s an inhumane term intended to inflame prejudices and it’s factually incorrect. We are talking about fellow humans and their homes.

There is much to unpack from the situation.

1. By no means do all of the current residents originate from London Boroughs. Residents have been housed here by a variety of councils including those run by conservative administrations. You’re not told that by Harlow Conservatives because it doesn’t suit their prejudicial narrative.

2. There are a significant number of private renters living in Terminus House. They’ve chosen to make Harlow their home, should they be sent off to live elsewhere?


3. Families living there have children in local schools, adults working in local businesses and services. Many have been there for years and are now firmly rooted in our communities.

4. The suggestion that people living there are a ‘drain’ on local services is idiotic. All residents of Harlow use local services, the notion that residents of Terminus House use them more is just plain stupid. If the building was full only of people who were born in Harlow would they use services less? Of course not.

5. Local charity Streets to Homes has housed people here as a first step to getting them back on their feet. Whats to become of them?

6. Some residents have been housed here with a support package to help them after falling on hard times or as part of a rehabilitation programme. Sadly, those responsible for delivering those support packages have frequently failed miserably, content to take exhorbitent rents and not deliver the care for which they are paid. This is how one resident was allowed to lie dead in their flat for weeks before being found.

7. The Conservative Leader talks of anti-social behaviour but fails to recognise that it is largely attributable to the failure of those supposed to deliver support and care packages to residents.

I know many will welcome the news of the purchase of Terminus House thinking it will solve a multitude of problems if the residents are deported from our Town. But I would urge them to think again. It is not only our town, it is their town too.

There are huge numbers of current Harlow residents who were born elsewhere but chose to make Harlow their home, myself and Cllr Swords included.

I know many of the residents of Terminus House and can state with absolute certainty that there are a majority who are good, kind, compassionate and hard working people. Just the same as in all of our neighbourhood communities.

Don’t be fooled into swallowing the Conservative narrative that they are all bad and things would be better if they were banished from Harlow. If you think for one moment that by doing so there will be a sudden abundance of properties for Harlow residents to rent, think again. I’d draw your attention to the Burnt Mills development which has only now, after a year of standing empty, started to take in its first few residents and none of them are paying council/social rent rates, they’re all paying a commercial rent or what is laughably described as an affordable rent.

Harlow needs more social housing at rents people can genuinely afford but Harlow Conservatives are failing to deliver on that need, choosing instead to back developers where profit not social need is the priority.

Harlow Homes for Harlow People may be a good soundbite but it’s currently a long way from a practical reality!

“My number one priority is the fair and decent treatment of the residents throughout this process. In the past couple of weeks we’ve seen the residents of Redstone House receive appalling treatment at the hands of their landlords, I cannot stand by and allow the same disgusting attitudes to prevail in the handling of Terminus House”.

I understand councillor Griggs' point, but the last Labour administration made a good start building council houses under Jon Clempner's leadership only to then lose the plot when Momentum ousted Jon. The failure to deal with London councils relocating their excess tenants to Harlow firmly rests with past Conservative governments making Housing Benefit ru cuts incentivize inner city council's to move people to cheaper housing areas. However, the current Conservative administration understands the people's concerns about perceived anti-social elements being "dumped" on us. Obviously, as the old adage goes it takes just one rotten apple to spoil the barrel, although clearly a greater number that concerns people. My wife and I were near Terminus House at the weekend in the early evening and the number of unsavoury looking characters congregating was unsettling. I'm certain I'm not alone in thinking this, although whether they live in Terminus House is uncertain. Perhaps Essex Police could do their job and enforce the law on consuming alcohol in public places, which in a perverse way might get these people the help they deserve.

We know councillor Griggs doesn't have any ideas to solve the issues because Harlow Labour Group have not published an alternative budget for the last two years. The fact that councillor Griggs fails to mention cuts to the Local Housing Allowance (LHA) which sets the maximum benefit claimable under Housing Benefit and the housing element of Universal Credit for privately rented property is shocking. The LHA has failed to keep pace with escalating private rents because Tory governments first cut the maximum percentile of rents applicable for benefit from the cheapest 50th (cheapest half) to cheapest 30th percentile (cheapest three tenths of properties to rent in each area). Then the Tories froze LHA for a number of years and then failed to update the 30th percentile on an annual basis, thus allowing private rents to outstrip the benefit available. This has incentivized tenants to seek and councils to shift people to cheaper areas because the tenant has to fund the shortfall between the rent they pay and the benefit under LHA they receive. Obviously, a move to Harlow is advantageous to tenants living in London because the benefit they get will cover more of the rent. The fact that Griggs fails to mention this is obvious: his Starmer led Labour government isn't going to change things for the better. For disabled people they are going to make more of them homeless because of restricting the numbers of PIP claimants. Terminus house was always temporary housing. The solution to the problem of these conversions is to swap swamping the town with people from outside the area when there isn't appropriate housing for them. It would seem the solution is to restrict movement from outside the country and build new new towns in uninhabited areas , if any are left, that are in enough space to still allow greenbelt and countryside on surrounding areas. And put in all the necessary infrastructure. The level of population isn't sustainable in this area. The future is looking bleak here. We can't go on like this, the country as it stands cannot support this explosion in population that is dependent on cheap housing. Sort out the employment issues low pay and ridiculous costs of training so youngsters are incentivised to go into these areas. Relying on labour from other countries is lazy, greedy and short sighted. This is a problem that's just going to get worse and worse. We are absorbing the world's problems as well as our own and we are breaking

As David Forman states, Cllr Griggs and Harlow Labour consistently do not do any research and resort to meaningless slogans. Some years ago, Harlow Council controlled by Labour had an option to purchase Terminus House for just £ 1 and failed to seize the opportunity. Not surprisingly, Cllr Griggs omitted to mention that too. People in glass houses springs to mind.

As a former housing manager I can say that there is a long list of issues, the fault of both Conservative and Labour governments, which has led to the housing crisis this country faces of which Terminus House is just one element. In the main Cllr Griggs is right and like him I cringe when the word "dumped" is used when referring to residents of temporary accomodation. Rather than make assumptions about who occupies these flats, it would be useful to know just how many are already on the Councils waiting list or are eligible to be so. I made a formal request of that number when Joseph Rank House had to be vacated, the answer was about two dozen, just a small percentage of the total number living there. As for the old story about the council being offered the block for a pound, well there was never any evidence found to support that claim.

Councillor Griggs input perfectly highlights why Labour are no longer in power. "“I have frequently criticised the disgraceful language of the Conservative leadership when they refer to the residents of Terminus House as having been ‘dumped’ here by Labour run London Boroughs". Pretty much most of the comments re dumping in Harlow (which is in the thousands) HAS mentioned London and other councils doing it because it is those counculs doing it.

For Cllr Griggs to make this statement he must have been told the costings, the timelines, and the schedules of work. If he has not then his statement is premature and based on nothing of substance. And in the real world today buying something blind is not good economics or basic common sense: is it?

Seamus, I am afraid that mentioning Labour councils fits the narrative of opposition Parties. Some 5 years ago I made a Freedom of Information Request about the number of families being placed in Harlow by other Authorities. By far the biggest number was from Uttlesford, DC which for most of the period was Conservative controlled, as of course is Epping Forest DC who have used Harlow to provide temporary accomodation for their residents for many years. Both main Parties are complicit in creating the housing crisis, building thousands of homes around Harlow which are not truly affordable will solve nothing.

What is Cllr Griggs concrete, detailed, fully costed, alternative proposal to all the criticisms he raises? Let's not forget that it previous Harlow Labour Councils that totally neglected the Town Centre and allowed to degenerate beyond recognition. Now that the Conservative administration has a full regeneration plan aspiring to achieve similar results to those of the new town of Bracknell, all he can offer is more hot air and inaction. Give us a break!

If there is a point to be made, then real data should be provided regarding how the building is occupied, percentages, data, not vague references like ‘significant’. This means nothing. Who occupies that building exactly? Otherwise, this article is low level politics. I am saying this as a person consistently voting for left, labour policies, but I am not going to support this type of unfair benefit driven policy anymore where some pay high rents that we can barely afford to then have to support from long hours of work social housing three times less for some people than can be in work. There should be benefits and support for anyone that is old, sick, in a caregiver situation where we should all support, but this has gone to far with what is covered, even to the detriment of those who really need it. We want a town where people go to work, where the economy is strong and productive.
