Harlow Council sets out vision to transform town into a cultural capital

HARLOW Council has produced a cultural manifesto outlining its plans to establish the town as a cultural capital for the region.

As the council continues to deliver on its mission to rebuild our town and prepares for the construction of the Harlow Arts and Cultural Quarter, work has also been taking place on how best to promote the town’s creativity and to set up a framework that will help provide a cultural offering that is recognised across the region. This framework – “Rebuild: Reimagine – establishing Harlow as a cultural capital” – has been put together through working closely in partnership with Rhiannon Faith Company and is the result of extensive engagement work with both the public and creative industry members.

The plan, which goes to this week’s Cabint, states its intention that “By 2028, Harlow will be a town where extraordinary art is everywhere, created with and for everyone, position us as a Cultural Capital in the East of England.” To achieve this aim, the council will:

  • Secure investment to enable cultural regeneration that will help to rebuild our town, renew neighbourhoods and restore civic pride.
  • Reimagine Harlow as a world class cultural destination and cultural capital of the East of England.
  • Deliver a world-class creative health programme, supporting the health and wellbeing of Harlow residents through engagement with creativity and cultural experiences.
  • Support local artists to deliver ambitious work, locally, regionally and nationally.
  • Provide extraordinary cultural experiences and events, for all residents, in all 11 wards.
  • Create Long Lasting Partnerships and provide strong and co-ordinated voice.

An action plan is included in the framework that will focus on projects that will focus on two priorities – creative people and communities, which aims to give residents the opportunity to be creative and develop their talent, and creative economy, which is about securing investment and supporting the economic and social wellbeing of the community. In addition, the council is making £55,000 available for enabler grant funding, which will be awarded to local artists, cultural organisations and heritage projects. More details on the grant funding application will be announced soon.

Councillor Danielle Brown, Cabinet Portfolio Holder for Culture and Community, said:

“Harlow is truly blessed with so many cultural offerings, from the world’s only sculpture town, to the wonderful Museum, Gibberd Garden and Parndon Mill. Now we must go further and inspire the next generation by making Harlow a capital of culture for the East of England.

“The findings of the engagement work we undertook highlighted a number of barriers which currently exist and limit cultural engagement in Harlow. What this new plan will do is break those barriers down and transform Harlow into a capital of culture for our region – by supporting local artists, delivering inclusive events across all wards in the town and obtaining the funding necessary to fulfil our action plan. This is Building Harlow’s Future in action.

“All this on top of the major investment we are bringing in for the Harlow Arts and Cultural Quarter, which is transforming Playhouse Square into a hub for the arts and creativity as we deliver on our mission to rebuild our town. For too long, Harlow has missed the pulse of a dedicated live music venue, but that era is over. The new Arts and Cultural Quarter will finally bring a vibrant, state-of-the-art live music venue back to the heart of our community, alongside new food outlets and bars that will truly enliven our evenings and create a dynamic destination for all. Crucially, this cultural transformation also includes the development of a high-end, professional recording studio – a state-of-the-art facility that will provide Harlow’s top talent with unparalleled opportunities to create, record, and produce music right here in our town.

“This comprehensive framework is not just about buildings; it’s about igniting our creative economy, fostering a thriving artistic community, and simultaneously transforming the wellbeing of every resident. By fully backing the creative sector in Harlow, we are investing in a future where culture is accessible to all, where local talent can flourish, and where our town centre buzzes with renewed energy, excitement, and opportunity. This is how we build a stronger, happier, and more culturally enriched Harlow for generations to come.”

I don’t know whether to laugh or cry. This town used to have everything mentioned above and more, and the council along with central government destroyed it all. Who can remember the square, cycling velodrome, ski slope, Olympic size swimming pool with diving boards, world class sports centre, cricket pitch with a pub. Not to mention all the concerts in the park that catered for all. The list goes on, but hey we can rebuild. What a load of BS

Deborah, My parents moved here from London when i was four, i am now 73 and agree with every point you have made and advise my son to encourage his children to emigrate, this town and country are finished.

I thought this has all been agreed and building starts this summer but this article states the plan goes to this weeks cabinet. I am confused, will the building work start or is it still in the planning stages ?

Dan Swords did say in this very paper only a week or so ago that this was due to start this summer but when asked when, no reply came so like you Ray, you have to ask who is being truthfull with the people of Harlow?

I used to go to the Square when it was the Galaxy club. Plus I remember Stone cross hall , does anyone else , if so you are bloody old like me.

Who are these councillors trying to kid? After tens of millions of pounds have been spent, the town will still have one of the smallest theatres in the East of England and the live music venue is basically a room holding at most 300 people. You just have to look at how small this whole area is to see that it will do little to enhance the Town Centre and increase footfall. Far better to have built new larger facilities on the Market House site. As for a world class cultural destination, I don't think places like the Albert Hall or Saddlers Wells or even the theatre at Westcliffe will be looking over their shoulder!

Well, the town used to be well known for The Square, which played host to numerous well known bands over the years, which contributed to the nurturing of a fantastic music scene. That is gone. What an absolute waste. Destroying an established cultural destination to replace it with non-existent apartments, is a disgrace.

Could have left The Square alone in the first place.Instead the powers that be sold the site to some developer who seem to have no intention of building on the site.The cultural importance of having a live music venue which catered for all tastes was lost because of greed and stupid politicians. Do we trust you to provide a venue for the arts for the future well seeing is believing.

The question is how many people will be able to afford to use the facilities? However, one piece of good news from the article is "Provide extraordinary cultural experiences and events, for all residents, in all 11 wards." By cultural I hope they don't mean tribute bands.

I whole heartily agree regarding the square. What a Huge loss to the town..why was it torn down ? to be left as waste land for all these years, when it brought so much pleasure to so many ppl young and old. I also agree with what Guy, said. Harlow once upon a time had so much going for it. Concerts in the town park. Play centres for the children through the school holidays. Gave children some where to go and have fun and allowed parents to work knowing their children were safe and Occupied. There is nothing for them now. Everything that was, is now gone!!

There are loads of things I want to say which have already been said, definitely the needless loss of The Square. My other dispute is how this is going to address the real problems of this town, namely unemployment, poverty this is yet another attempt at putting a plaster over the problem and another bid price out Harlow's locals. All I see is more Gentrification.

So we going down the cultural route, who's culture? . Also as there's no shops to buy anything other than food, hairdressers and coffee shops what's the point in coming to the town centre. Most of the town is derilict anyway so you might as well knock the whole lot down which at there rate will be in about 30 years from now.

Guy, the swimming pool was,i believe was a meter to short for major swimming avents. Whent passed it the other day all flats now 😥.

Sorry about all the negative comments; I think the plans sound great, and with a bit of luck the town will be improved greatly. I was born here 70 years ago, and I also remember the days of playschemes, a great Town Show, youth clubs, The Square, and a proper market four days a week. Also the Playhouse having two performance spaces and an exhibition area. And two/three bars. The Sports Centre and the swimming pool. So much has gone, but we've got to start somewhere. Let's see how it goes and wish them all the best.

I do love my music.But am not good at art .But love looking at it. Can we have a big concert hall with the ability to hold the live bands that everyone loves. The children and adults may spend their money in Harlow then . Would you please also tell us what other plans you have for employment as well . There is only so much art you can live on. We need more stuff to do for n Harlow. I presume phase 2 is now on its way To rebuild the town Install shopping places and refit PAH1 . BUT LET US NOT FORGET THAT YOU ORDINARY PEOPLE LIVING HERE SHOULD BE LEFT BY IN PEACE AND THE HOMELESS ARE LOOKED AFTER

PPS.Sorry to speak again .But can someone do something about the pavements outside the town centre.People do live outside the town centre and we need more skilled workers too hugs thanks for the update
