HARLOW Council secures landmark deal to “finally transform” neglected Strawberry Star site – with work starting before Christmas claims Harlow Council.
A spokesperson said: “For too long, one of the most prominent parts of Harlow town centre – from the old Little Walk, next to Primark down to Market Square, around the old Odeon and behind the Harvey Centre – has stood empty, neglected, and forgotten.
Despite repeated promises of regeneration by the private landowner, the Strawberry Star development failed to deliver the transformation our community deserved.
Back in March, Harlow Council made a bold commitment: to step in, tackle the problem head-on, and get things moving.
Today, that promise has become reality.
After complex negotiations and hard work, Harlow Council has now secured a landmark deal and collaboration partnership that will finally transform this long-stalled site – and crucially, at no cost to the taxpayer.
“Work is due to start before Christmas, with hoardings going up within weeks which will mark the visible start of regeneration works that will deliver a transformed heart of the town centre”.
Commenting on the major deal, Council Leader, Dan Swords said:
“For too long, this part of our town centre has been a blight on Harlow. That’s why we took bold action earlier this year – to tackle the problem head-on and deliver for our town.
“This deal is the result of sheer determination, detailed work, and incredible skill from everyone involved. It shows what can be achieved when you combine ambition with action and when a council refuses to accept failure as an option.
“I’m proud to say we’ve delivered on our promise. This is real progress, not just words – but the transformation of this area – action that people will see with their own eyes within months.
“This is what Building Harlow’s Future means: taking on tough challenges, delivering results, and restoring pride in our town.”
This achievement will contribute to the rebuilding of Harlow’s town centre – alongside the council’s ambitious programme of regeneration from the new bus station and transport hub to Broad Walk, Market Square to the Playhouse Quarter.
With construction activity due to begin before Christmas, residents will soon see visible progress across every corner of the town centre – breathing life, opportunity, and energy back into Harlow.
“This deal didn’t happen by chance,” Cllr Swords added. “It’s taken dedication, professionalism, and skill to untangle a complex situation and deliver a solution that puts Harlow first.
“We said we’d step in and deliver where others failed – and that’s exactly what we’ve done. This is the next step in rebuilding our town centre and our community’s pride. Because this is what it means to Build Harlow’s Future.”
Does that mean that nice man Mo has finally has no influence in the town centre

Great news indeed. That leaves one last major problem site in town; Mo / Serex Ltd should be unceremoniously booted out of the town centre now Cllr Swords!
That site has been a mess for too long, so it is good to see something positive happening. However, I am wondering where Harlow Council is getting all this money from, for this and other projects that it has on the go? I thought councils were all short of money at the moment? I have heard that they are borrowing large sums of money to fund these projects. My fear is whether this will all backfire in the future, leaving the council in massive debt.
Collaboration with who and more importantly, what is going to be built on these sites? Whoever the former, they will want to maximise their investment. This means the proposal by Strawberry Star to build numerous tower blocks, up to 16 storeys high, without out any affordable housing, little if any car parking spaces and less retail space may well be what follows this announcement.
Starting by Christmas, a bit like the live theatre work starting by the end of summer, so full of crap it's untrue , I bet no visible change in 6 months from now, demo dan really ought to stop making these announcements when nothing actually happens

All these projects that HC are doing across Harlow and non are finished! My concern is that the funding has to come from somewhere and HC are very sketchy about where it's coming from! As a result HC could go bankrupt leaving the town in a bigger mess than it originally was!! HC need to be transparent and state publicly the funding source for all this as there's no such thing as a free lunch!
Any chance of telling us what the plans for the area actually are? Are you building out the original Strawberry Star proposals, using their extant planning permission, or are you submitting planning for new proposals? If it's the latter we'll be lucky to see anything going up this side of 2030. Why does the council keep making these sorts of announcements with literally no substance behind them? If you know what your plans are, why can't you share them?
An astonishingly content-lite 'announcement'. Apart from Clle Sword's favourite demolition pass-time,vtgeres no mention of actual construction plans for this site. This jolly gas-lighting of Harlow is tedious, where's the money coming from, what's being built? Time to come clean Demolition Dan.
Timothy, why be so negative,after years of decline and especially the last 14 years of a government that didn't invest in anything positive .now there is a plan to lift towns like harlow up, investment is being directed to try and lift tired towns and cities up.. Already in our town if you look, schools are being revamped , the pot holes are disappearing, things will take time , but the plans for harlow are very positive,.Just support our local leaders and try and cool down on negativity and handing out silly nicknames for the man in charge of these positive plans.

Another partnership with The Hill Group, I imagine? They build it and profit from the majority of the sales with a percentage of 'affordable' units (that's not social) for the council. As far as I remember, the area next to the old Odeon (which, I guess, is still staying there for the time being) was to be parking with some shop units at ground level. I'll assume that they'll be using the existing plans otherwise there'll be more delays in approving new planning? Would I rather a town centre be for retail rather than living? Yes, but then I'm old and things just don't work like that anymore. Good luck to them if they can pull all this off.
Maybe the rest of the work being carried out around Harlow including all the roadworks should be a priority to finish before starting on another…
So many people with no idea at all. Negative people who don't want to accept that the people who have been brought in to help organise all these plans are very good at what they do. There is going to be a few people on here that in time will need to accept that Dan Swords and his team are very capable and will deliver on these projects, I for one can't wait to see Harlow lifted from it's previous appalling state and made into a thriving town full of happy pleasant people who feel good about life.

These people haven't been brought in to help. They are in it for the money. The paving works are lasting longer than they should yet everyone in power thinks it's great. The building works will follow the same route. Jobs for pals comes to mind. What happens when the money runs out or when we are swallowed up by Essex Council rehash
Wil and Mr Derek Clark, the Planning Permission for Gate House did not include any retail space on the ground floor. The proposed tower blocks on the other part of this site included blocks up to 16 storeys high, each would of course need entrances and fire escape staircases, which means there would be less retail space in the town centre than in the past. There is no indication of large enough retail spaces which would provide a home for say a new M&S. There was little if any affordable homes. Why so many people have concerns about who is in charge, one only has to take a look at the paving in Broadwalk, costing £7 million, over a year to carry out and it has achieved nothing in terms of increasing footfall, let alone how it all looks. Finally, take a look at the report on the agenda of tonights council meeting and see what the external auditors said about the purchase of the new flat block at Burnt Mill.

Everything Council do to town centre seems to take for ages and still looks a mess where they put the flower beds congratulations for growing weeds isn't it about time we changed the name from Market Square to something else we haven't had a market for years
Excuse my ignorance in this matter, have the Council actually purchased the freehold off Strawberry Star, as there’s no mention of this fact in the announcement. Or have they just got an agreement to develop the land on a leasehold basis. Also I don’t believe that Mo has sold the Odeon site or has agreed to do so in the future.

@Nicholas Taylor - All the Strawberry Star Harlow Quarter info (which is still currently online) shows small retail units at the ground level, in the main block at least. That's what I was talking about, not large spaces for the likes of M&S. Like it or not, our shopping habits have been changed (or changed for us) so I don't expect any regeneration in The High to include much in the way of retail plans. Do I have faith in this whole endeavour? Well, I might have a little more if any of the other projects, from the bus station to outside the Playhouse were a little further along (or, dare I say it, actually finished) but I'm a little sick and tired of the constant negativity and vitriol that surrounds every aspect of our lives at the moment so I can only hope they do what they promise.
Like AB's point above, there is very little detail in this announcement. Where's the money come from if it's not tax payer? What is being built there? Lots of unanswered questions. Also, this news story just repeats what the council has already said, it's all quotes, just copy and paste what Dan Swords has already told people through social media. Where is the actual reporting, the analysis... It's not news to just repeat what the council says.

@Tim - This has been on and off for years with the developer doing some demolition and little else - https://www.strawberrystar.com/projects/harlow-quarter-essex/ I imagine the council (and whoever they've partnered with) aren't going to change those plans so they already have planning permission.
The recent sale of council owned Land and assets was a "wait a minute" moment. Puzzelling because on multiple occasions Dan Swords has said he/the council has purchased multiple properties costing tens of millions of pounds and no explanation of where the money came from, how much and what were the conditions in relation to the properties. Why is it important? There seems to be tens of millions used to buy/proposed builds with a refusal from the council to carry out their duty of candour which if it goes wrong, Dan Swords and his executive team can just walk away leaving the residents to clear up the financial mess. Those same requests remain unanswered over a year later. Personally with my cynical hat on and looking at Dan's statements not matching actual results, I suspect much will be on hold till about February and then a big drive of work leading upto the May elections.
As there is no detail concerning the aquasition and planing permission for what Demolition Dan has in mind for these sites, I find it hard to believe that anyone could possibly believe that anything beneficial will actualy happen. And Demolition Dan has still not brought M&S back to Harlows decrepit town cente I look forwad to having a good laugh at the Christmas sheds in a few weeks time.
To be brutally honest I can't see ever that a few patches of investment over a town that's already become delapatated from no stimulus or any investment for the last 25 years we were promised a new hospital at jnct 7A can't see that happening anytime soon either its all pretty much pie in the sky reteric to appease the masses a new pavement with a few flower beds in it won't cut it and in reality as the saying goes you can't make a silk purse from a sows ear the whole town needs bulldozing and a complete fresh start
All very well that Mr. Swords is happy to clean up behind shady foreign developers, while tenants within his own town are ignored when their security and safety are at risk and landlords (again from overseas) are allowed to get away with providing the most basic of security measures, or even to repair damage to the properties, leaving tenants vulnerable. Council tax payers are wondering why the leader of Harlow Council is more inclined to help wealthy foreign developers, yet turn his back on those he claims are "his own people."
