Harlow Council secures landmark deal to buy old Odeon site

HARLOW Council has secured a long-awaited deal to purchase the former Odeon site, paving the way for its full redevelopment as part of the town centre’s complete regeneration.
The old cinema – which has stood empty for years and has become, for many residents, a visible symbol of the town centre’s decline – will transfer into council ownership within weeks. The acquisition marks another significant step in the council’s wider regeneration programme, which is already under construction across several sites including the Bus Station, Market Square and Playhouse Quarter.

The purchase of the Odeon follows a series of essential acquisitions and agreements to address the fragmented land ownership that has long held back redevelopment of the town centre. These include Terminus House, The Rows, Market House, Adams House and the Harvey Centre, as well as a collaboration agreement on the Strawberry Star site.
Announcing on the deal, Councillor Dan Swords, Leader of Harlow Council, said:
“For years, the old Odeon has stood derelict – empty, decaying, and representing the decline of the town centre. Well, not anymore.
“Today, I’m proud to announce that Harlow Council has secured the deal to buy the former Odeon site – a landmark moment in what is the biggest regeneration programme of any district council in the UK.
“Many said this day would never come. But with ownership transferring to the council in the coming weeks, we are finally closing the chapter on decline and opening a new one focused entirely on renewal.
“We are rebuilding our town centre from the ground up – brick by brick, street by street. No excuses. No delays. Cranes are rising. Construction is underway. Residents can see real progress with their own eyes and we’re leaving no stone unturned.
“This is about pride, momentum, and proving that Harlow has a council that gets things done. We’re not waiting for change. We’re Building Harlow’s Future.”

Well said Maureen. I was thinking of voting Reform, but they really don't have any experience. Their councillor hasn't shown any signs of life as far as I can see. As for Labour in Harlow, the less said the better. It is too risky to vote for anyone but Dan's people. They are really showing commitment. Can't wait for new Town Centre.

Well done, Council Leader Dan Swords and his team of Conservative councillors. A succession of councils have tried and failed to get the eyesore of the derelict Odeon Cinema and its large unused site resolved for donkey's years, none could resolve it, but Dan Swords has.
I’m maybe not on the same side of the political spectrum, but credit where credit is due, well done Dan!. He and he’s team are getting the wheels turning on regeneration of our (once) iconic, original town centre. After decades of decay, delay and pontification, finally progress. Good work.

Not knocking Dan's work for the town but no mention how much was paid to buy the Odeon site...
Dan has managed what Labour administrations never came close to achieving regarding regeneration and investment in the town. Also, other parties like Reform wouldn't even know where to start with their total lack of experience, a silent councillor and a local leader who apparently doesn't even live in Harlow. Let's stick with Dan and his team to finish the job and not risk everything on others who not qualified for the task. This is not about national politics but about Harlow and its future. With Dan we have a very safe pair of hands.
This is why the council putting quietly houses for auctions without telling the occupants, washing their hands not to re-house them. Council also do not communicate with businesses which have these buildings on lease, refusing to have a talk to extend the lease or tell the price they want to sell.
I have been a supporter of Reform UK and still support them nationally. I have even attended a couple of meetings of their local branch. However, as far as Harlow goes they nowhere near ready to run a council to the standard of Dan Swords. They don't have the skills for this and the local leader does not even live in Harlow so he can't be a candidate in the May elections. It really is not serious to elect a party with an absent leader. How is that going to work? Would you vote in a national election for a party whose leader lived in Switzerland? It is not serious. Make no mistake, I support Nigel Farage and his top team, but locally the gulf is huge and I will be voting for Dan Swords to continue to lead Harlow Council.
As with all the purchases the council has made in the Town Centre, it is what happens with them next that is so important. The Harlow Residents Alliance has long said that a new much larger theatre should have bene built on the Market House site, but here we now have a building a stone throw away which once had 1244 seats, over three times the size of The Playhouse. I wonder what it's fate is?
Nicholas Taylor could you show us a full business plan with a 3 year forecast for such a venue. Has it been fully costed including construction / refurbishment costs and can you tell us the Breakeven threshold and underlying assumption? We do not want huge white elephant as a vanity project for your party.
The look and pride Dan and the whole team are putting back into Harlow is incredible. There will always be the moaners as you won't please everyone, but what I'm seeing is incredible and deserves full praise. Well done and keep it going
I agree with Kevin and Reflective Reformer. Credit where due. Dan has completely turned Harlow around in the last few years and it is now coming to fruition. Let Dan and his team finish the job. Harlow is being restored. Let's not mess it up. Vote for Dan the Man!
I am a typical floating voter, who voted Labour at the last General Election (am regretting now). Looking at Harlow, our options in May are pretty simple based on their respective track records: Labour ..... next to nothing other than stupid table tennis tables in the Market Square, no new council house builds and regular Council tax hikes and a massive housing repair backlog. Greens ... with the fairies. LibDems ....missing in action Reform..... a Councillor who has said nothing and a leader who doesn't live in Harlow. Experience- zero, just looking at the national situation and riding a wave. Locally, offering nothing. Both Labour and Reform voted for the local Conservative budget and offered no alternatives so what do they add to the mix? In short, nothing. Meanwhile Dan and his Conservative team • Harlow Council Tax frozen for 5 years • full town centre regeneration following key property acquisitions • greatly improved HTS council repair times • biggest council house building programme in 30 years. Harlow homes for Harlow people not outside boroughs. • new businesses David Lloyd, IKEA, M&S •new bandstand, proms, concerts and town show. •new CCTV and underpass murals. There is probably much more. For me, the choice is clear. Stick with Dan Swords and his seasoned team. The alternatives don't even come close. Harlow is on the up, let's not bring it down again.
Absolutely fantastic news - the biggest piece of the regeneration puzzle now sewn up. Hats off to Dan and the Council team; the owners of the Odeon have sunk one previous major regeneration attempt already, and had a very good go of trying to sink the Strawberry Star scheme also. It is quite the achievement to have pulled this off, so I hope people remember this come voting day. Thankfully now they're finally out the way of holding the town to ransom, it's full steam ahead. Dan Swords is truly committed and exceeding expectations. He and his team deserve our votes and support in the May elections. He has delivered and continues to do so.
The May elections are about Harlow and only Harlow. It is not a vote for Keir Starmer, Nigel Farage or Kemi Badenoch. Whatever you think on a national level, this is about our town only and based on performance, there is just one choice, Dan Swords and his team.
I voted Labour in previous general elections, but will not moving forward as Kier Starmer and his cabinet are not up to the task. I'm not sure I will vote for Conservatives, Greens or Reform in a general election as I cannot see any fit enough to run the country. However, for Harlow, I cannot see anyone even close to our Conservative Council, who are delivering time and time again. This Odeon deal is brilliant, as is the M&S deal. The Band Stand Philharmonic opening night isn't an amazingly coup. The regeneration of our lovely town answered the pride shown by this Conservative council is wonderful. Keep going as voters vote for action and Dan's team are delivering time and time again. Even the negative voices know his name. How many can name the Labour clowns. They offer nothing but negativity, not even opposition, they're that clueless. Reform has no businesses our council experience. If we want this regeneration Tom continue it has to be Conservatives everybody day of the week.

All of the redevelopment is great news provided good shops are returned to the Town Centre and not pushed to Edinburgh Way like the new M&S.

Bottom line is the tax payer pays. It’s also worth noting that progress never happens without taking risk. Let’s all hope it pays off. I personally applaud the council for taking the risk.
Perhaps, Iranian born businessman Mo Ghadami has other things on his mind right now and decided to sell up to exploit the real estate opportunities in the Gulf states? I hear property values have tumbled recently, but timing it with the cessation of drone strikes is tricky.

I know that’s it’s probably a silly question. Having purchased these sites and buildings, does that mean they actually own the freehold as well? What is this collaboration agreement with Strawberry Star actually involve. Have the Council purchased the freehold or is a case of they still own the freehold, but the Council pays for the construction of the new buildings?
David Forman, where are you getting your information from. Look beyond the main stream news channels for a more balanced narrative. What % have UAE property prices fallen by? Stick to the facts and not the headlines.
Agreed with all the other Reformers in here, we gave him a chance and he's blown it. Completely invisible. In fact, I would say the area has become worse since he got in! Good luck Dan, nice to see someone not only trying but succeeding in Harlow for once.
Harlow needs a lot of work to do to it to shake off the run down, uncared for look and reputation and all these plans are amazing. I would like for Dan and Co to stick within budget (town regeneration awards they got) as not to pass on any debt to our children and I would rather he starts and finishes each plan before starting/buying too many in case he runs out of dosh as the money isn't endless and we all know how easily and quickly things can go over budget. Big applause though if he gets it all done from me, despite me never voting tory!
@Paul - were the Water Gardens not done while Labour were in charge of Harlow? Can't quite remember but that was a massive improvement.
Great move, the owners deliberately held this over the council for years, I hope you didn’t pay an over inflated price. Now I would suggest some birthing control over the flying vermin
Mr George, the Water Gardens was built in 2002, using private money, the Civic Office Building being leased to the Council. Although the area has a modern clean look, there’s one serious design flaw, it’s completely disconnected with the rest of the town centre shopping area. There’s no shelter from the inclement weather when walking between the 2 areas, together with a wind tunnel effect when passing the library. Let’s hope that Dan Swords proposed regeneration schemes doesn’t suffer from these same problems. That’s the difference, Private Developers build what they want to build, but not necessarily what the Council requires, result ends with nothing being built.
Stuart J, the only thing you hate is that you think it has a wind tunnel? It was a massive improvement and it won design awards didn't it? I had been away from Harlow for a couple of years and when I came back and saw that it was really impressive. Ah, I don't get the negativity.

Mr George, I wasn’t criticising the design of the Water Gardens, l do agree you that’s it’s a vast improvement and far more welcoming than the rest of the town centre. My main beef wasn’t the wind tunnel, it was the fact that there’s no protection from the pouring rain, when walking between the 2 area’s. This fact was even highlighted when the plans were revealed. lt was built when Labour was in power, but that fact is irrelevant as the old tower block was suffering from “concrete cancer” and had to be demolished, before it collapsed. I hope that these regeneration buildings will have a friendly feel about, in contrast to the cold 1960’s concrete shopping centre that exists at the moment. A problem that all the New Towns Shopping centre have, which were constructed about the same time
