THE Leader of Harlow Council, Cllr Dan Swords, has confirmed the reappointment of his Cabinet with no changes.
The move signals stability at the top of the council as it continues its work to Build Harlow’s Future and deliver on its missions and priorities for residents.
The Cabinet will continue to be led by Cllr Dan Swords as Leader, supported by:
Deputy Leader and Cabinet Member for Housing: Cllr David Carter
Cabinet Member for Corporate Services and Transformation: Cllr Hannah Ellis
Cabinet Member for Environment and Enforcement: Cllr Nicky Purse

Cabinet Member for Planning and Garden Town: Cllr Michael Hardware
Cabinet Member for Finance: Cllr James Leppard
Cabinet Member for Culture and Community: Cllr Danielle Brown

Announcing the decision, Cllr Swords, said: “Last week’s historic council election sent a clear message: my administration has the strongest mandate in decades to finish the job. We have a once-in-a-generation opportunity to transform this town, and we will seize it. We will leave no stone unturned as we continue Building Harlow’s Future.
“We have already laid strong foundations and delivered significant change. But now we must go further, faster, and with even greater urgency. That work starts now, and today’s announcement ensures progress without disruption as we continue Building Harlow’s Future.
“We have heard Harlow residents loud and clear, and we will not let them down.”
Further detail on the council’s next phase of transformation, including the projects it will deliver, will be set out at the Annual Council meeting on 21 May 2026.
A good team with a good inside right. Just need another post of Governance portfolio holder. James Leppard does a great job at finance, but having the roles of finance and governance combined is not ideal. Needs someone who knows how to fill in a Register of Interests form correctly. I'll leave it there.
