Tuesday update on illegal encampments in Harlow.

Coldharbour Road (land owned by Essex County Council):

There are currently 18 caravans in this encampment. Essex County Council (ECC) has a court hearing scheduled for today (Monday 8 December 2014) for possession of the land. Harlow Council has spoken to the North Essex Parking Partnership and the Police asking them to investigate any parking and obstruction offences. Harlow Council will monitor the situation.

Showground Town Park (land owned by Harlow Council):

There are currently nine caravans on this land. Harlow Council is still currently awaiting a court hearing date. A date is being chased up with the Court. Previously the Council has asked the Police to consider using their Section 61 powers as this is a public car park. The police did not use their powers as the car park is not in constant use by members of the public. The Council and the Police continue to monitor the situation.

Astra House car park – Edinburgh Way (privately owned land):

There are five caravans in this encampment. Harlow Council is awaiting an update from the landowner on any progress in dealing with this encampment.

South Road Cycle Track (land owned by Essex County Council):

There are four caravans in this encampment. Following reports of blocked access to the cycle track Harlow Council has asked the Police to investigate any obstruction offences. Harlow Council and the Police will monitor the situation.

Anti-social behaviour incidents including fly-tipping and littering can be reported to Harlow Council. It is important that any offences are reported so they can be investigated and appropriate action taken. Reporting issues and incidents can also help support any legal action Councils take.
