Old Passmores Site has become Caravan City

Old Passmores School site (land owned by Essex County Council):
There are now 32 caravans in this encampment, made up of the previous encampments at Abercrombie Way, South Road and the Showground car park. On Friday 12 December 2014 ECC issued a direction to leave to the 18 caravans that were there at the time. As they have not done so ECC will commence with court proceedings.
Police attended this encampment last week and ECC spoke with them. The Police had decided not to issue a Section 61 notice although this could change depending on certain circumstances.
West Road (privately owned land):
There are six caravans in this encampment. Harlow Council is awaiting an update from the landowner on progress in dealing with this encampment.
They'll be there for the christmas get together. Seriously, why was the site not made secure after the last incursion?
