Shortlist drawn up for Harlow Enterprise Zone developers

THE development of a new multi-million pound Science Park, within the Harlow Enterprise Zone, took another major step forward today with the announcement of a shortlist of developers to build and operate the new park.

Harlow Council is in the process of finding a development partner to work with it to build the new Science Park on land owned by the Council at London Road. Following the launch of the tender process in March 2015, three developers have been shortlisted to develop detailed proposals with final tenders due to be submitted later this year in October 2015.

An appointment of the winning developer is expected to be made in December 2015 with work starting in 2016. The final figure for the value of the development will be dependent on the proposals which come forward.

The three shortlisted developers are:

· MEPC: An established Science Park developer who manage Milton Park near Oxford, one of Europe’s largest multi-use business parks and which is also an Enterprise Zone. MEPC were also responsible for developing and managing Granta Park near Cambridge, a successful and growing Science Park with a focus on Life Sciences. (www.mepc.com)

· Morgan Sindall Group and Discovery Park: Morgan Sindall is a leading UK construction and regeneration company who have teamed up with Discovery Park, another Enterprise Zone in Kent. The Discovery Park team have transformed the former Pfizer site in Sandwich into a thriving new business park and were also responsible for the re-development of the former Samsung plant on Teeside into a new Business Park. · Vinci Developments: Part of Vinci plc, a major international company specialising in construction, infrastructure and facilities management. The company has significant experience of joint ventures with public authorities and wide range of experience in the delivery and management of commercial, infrastructure and regeneration projects.(www.vinci.plc.uk)

The London Road Science Park development will take place on a 25-acre site at London Road North. The park will complement the development currently being undertaken in the southern part of the Harlow Enterprise Zone at Kao Park which will create a new business park and data centre campus.

The new Science Park will focus on high technology businesses in the Life Science, ICT and Advanced Manufacturing sectors. It is expected that the new park will provide around half a million square feet of space and more than 2,000 jobs.

Councillor Jon Clempner, Leader of Harlow Council, said, “I am delighted that we have attracted interest from three experienced developers who all have credible track records in delivering first class modern facilities and attracting new businesses. The quality of the shortlist shows the confidence developers have in Harlow as a place to do business.

The Council has ambitious plans for the Science Park, not only in terms of the facilities it will provide, and the businesses it will attract, but also the number of jobs that can be created. We look forward to work closely with the developers in the coming months to produce detailed proposals that will bring our plans to life.”

John Keddie, Chairman of the Harlow Enterprise Zone Board said, “This is a significant development for the Enterprise Zone and we are delighted that such prestigious companies as MEPC, Morgan Sindall and Vinci are keen to work with us in Harlow.

“We expect to appoint our selected developer in December and then be in a position to commence building the new Science Park in the second half of 2016. We are already getting significant interest from potential occupiers and I am sure that this will increase as the procurement process concludes.”

Harlow Council is being advised by DTZ and Sharpe Pritchard in the procurement process.
