HARLOW TORIES and Labour councillors clashed bitterly over plans to bring the contract for cleaning and repairs back “in-house”.

For Labour, the recommendations make “economic sense” but the Harlow Conservatives believe that the proposed changes to the contract, that at the moment, is run by Kier, would see a return to the “dark day of the Direct Labour Organisation (DLO).
