Car park in Harlow closed off after illegal occupation

In recent weeks the free car park on River Way used by walkers, dog walkers and local people fishing was completely taken over by employees of a local business parking there. Black tarmac rubble has also been spread across the car park without the Council’s permission which has damaged turf and surrounding landscape. The car park was closed immediately by the Council on 11 November 2015 and has been secured with fencing while the situation is reviewed.

The matter has been referred to Essex Police who are investigating. Reinstating the car park could potentially cost the Council thousands of pounds.

Councillor Tony Durcan, Portfolio Holder for Regeneration & Enterprise, said: “We are very sorry that river users are unable to use this car park at present. We had to take immediate action to close the car park as it was stopping river users from parking there. We are making enquiries as to who may have tried to take over this car park. Illegally taking over a public car park and throwing tarmac over is completely unacceptable and we will take the appropriate action to recover our costs. We know that parking in a busy industrial area can be a problem for local workers so it is a shame that whoever did this did not approach the Council for help and advice.

“We are reviewing how we can stop this happening again in the future. We are considering pay and display with a free parking period so the public can continue to park there and we want to look at how we can help support local workers who need to park in the area.”
