Man fined over £500 for fly-tipping two bags of rubbish

A HARLOW resident has been fined over £500 for fly-tipping two bags of rubbish.
Kristaps Balcers, of Kingsland, Harlow was fined for the following.
He was fined £520.00
Balcers was tried in his absence.
On or about 24/08/2017 at Harlow, you threw down, dropped or otherwise deposited litter, namely black sacks containing general household waste and left it in on the cycle track near Kingsland a place to which section 87 of the Environmental Protection Act 1990 applied.
