Harlow’s housing repair company HTS set to have contract extended

A COMPREHENSIVE review of HTS, the Council’s property and environmental services company was presented to Cabinet On Thursday evening. The review, which took place over several months, gave an opportunity for Council staff, HTS staff, residents groups and other key stakeholders to contribute to a thorough inspection based around three themes Economy, Efficiency and Effectiveness.
Councillor Ingall, the Leader of the Labour group said “this was no light touch review, it followed national audit office criteria to assess the value for money Harlow gets from HTS and the review found HTS had delivered.”
“The review is a vindication of this Labour Council’s bold decision to set up HTS, a Council owned company, to deliver property and environmental services and return dividends to the town rather than to shareholders.
“Our plans were bitterly opposed by Tory Councillors every step of the way, who wanted the services to continue to be outsourced. The success of our company shows that Labour’s plans to bring services back under local authority ownership works; it is a rejection of the tired, conservative dogma of “private sector good, public sector bad”. HTS have delivered improved services and excellent value for money.
“I am delighted that Cabinet accepted the recommendation of the review to offer HTS the full five year extension from 2022-27.”
