Tributes paid to former leader of Harlow Council, Mervyn Juliff

THE CHAIR of Harlow Labour has paid tribute to former leader of Harlow and Essex County Council who has recently passed away.
Mervyn served as Labour councillor for the Great Parndon ward for many years and was the Chair of Harlow Council in 1974 – 1975. Mervyn was also Leader of Harlow Council in 1981 -1982. In 1993 he was elected as Essex County Councillor for Great Parndon and re-elected in 1997 for this division. During his time at County Hall he was Leader of the Labour Group and served as Leader of Essex County Council. He was also a Harlow magistrate.
Councillor Phil Waite has called the passing of Mervyn Juliff as “a sad and substantial loss to his family , to the Labour Party , and indeed to the community of Harlow which he served for so many years”.
Mervyn had been a stalwart of the Labour Party in Harlow since the 60’s,
He held many roles up until his semi-retirement from politics. These included being a ward councillor, Committee Chair and Leader of Harlow Council . He was an Essex County Councillor., and became the Leader of that Council too. Mervyn also became Chair of Harlow Development Corporation and a magistrate.
He was a consistent advocate for improving the lot of Harlow residents and was always ready to argue his case.
Cllr Waite added “On a personal note, I will miss his wise counsel. When I first ran for office in Toddbrook in 2012, Mervyn was the first person in the ward that I spoke to and since then we have regularly had discussions on how to improve Toddbrook”.
Councillor Maggie Hulcoop, Chair of Harlow Council has also paid tribute. Cllr Hulcoop said: “Harlow Council was sad to hear of the recent passing of former councillor Mervyn Juliff.
During his time serving Harlow Mervyn made a significant contribution to our town and our community.
“The council’s thoughts and prayers are with Mervyn’s family and all those who knew him.”
