Public respond with huge number of questions to put to Essex Police

HARLOW Council has received a large number of questions on crime in Harlow ahead of a meeting with Essex Police next month.
In January, a request was put out for questions on Harlow and crime.
On Tuesday night, the scrutiny committee published the questions and discussed how, in light of having close to 30 questions, they would be prioritising them.
The meeting is on March 15th, 2022 at 7.30pm in the civic chamber.
The questions are below.

Good to see the public's participation, but it is disturbing that in Q26 a woman remarks in relation to the town centre: "I feel unsafe to walk in that area after 4pm.". Q22 about a knife fight in an underpass would be countered in future by our new Tory council implementing it's manifesto pledge to install CCTV in all underpass.
What is Project Zeal in Q7? It was in response to research by City University in 2019, sponsored by retailer Co-op, revealing that shoplifting was the biggest driver of in-store violent crime, with 38% of all violent crimes being the result of someone shoplifting in a store. Project Zeal operated in 9 Co-op stores and reduced crime by 30% between October 2020 and April 2021, whereas there was an increase of 28% across the national Co-op estate over the same period. The detection rate for the Project Zeal stores is 33%, compared to a force detection rate of 15% for all retail crime. Tanys dell is also becoming a very tough area . I regularly see drug deals taking place in broad daylight . Haven't seen police patrol my area on foot for over 8 years
I want to know why it took over four years to finally get an order on the bloke next door to me. He used to wait for me to come home and hear me sit down ( the walls are like paper in these flats), then shout sexist abuse at me. Personal stuff like- why haven’t you got a boyfriend? What business is that of his! Then he would shout the word pussy to me and even worse during lock down when I couldn’t get out- “I’m going to rape and kill you”. I’ve lived in fear in these flats for years. I’ve been Up the mental health and my dr knows how scared I am living here. I’ve tried many prescription drugs to stop me being so scared and anxious. I can’t even put the bins out I’m so scared he’s going to get me. I caught him shouting abuse at me on my ring doorbell and the police finally got an order on him. Why did it take over four years of me living in hell, too scared to move in my own home ? I still live here and the fact he’s shut up now doesn’t change that it happened. The council don’t care and they don’t see my anxiety and what I’ve been through as a priority to move me . Personally I think I should be a priority to move as I’m not safe here. It doesn’t end there. Two weeks ago I went to put my recycling out. I struggle with the stairs anyway because I’m neurological typical and I have migraines which affect my sight. I got to the bottom of the flat stairs and two men ambushed me on the stairs. One of the men was my downstairs neighbour . He screamed and shouted in my face. I was so scared. I reported it to the police and they haven’t done anything. I need an injunction out on this psycho downstairs, so he doesn’t ever come near me again. I can’t ever endure this assault on the stairs again. It’s disgusting the police and the council are not acting on this. I need to be prioritised to move out these flats because I’m constantly anxious. I don’t sleep . I have to wear a body cam now and video coming out of my door. I have to be chaperoned to my front door. I shouldn’t have to live like this in a misogynistic block of flats where I don’t feel safe. Absolutely disgraceful.
