Planning application made by vets surgery to move into Harlow Leisurezone

A PLANNING application has been submitted for a vets surgery to move into the Harlow Leisurezone.
The surgery hopes to move into the area presently occupied by the Covid vaccination centre.
Prior to that the area has been empty since education hub Science Alive vacated the property in 2018.
In 2021, a bid by a faith group to move in was rejected by the Harlow Council planning committee.

This space really should be let for health or wellbeing uses, or for education purposes. Not a vet not a church! It is a leisure centre after all.
I really don't understand why the Board of the Leisurezone are even considering such a tenant, a clue as to what is needed is in the name of the building.
They are probably struggling as many Harlow residents use other, cheaper gyms. Charging £48 a month for a basic membership for the gym is why the gym is normally fairly empty. Maybe start charging competitively and more members will come back and you wont need to allow churches and vets to take over the building!
The board must be barking mad even considering this
