Plans for restaurant in Elm Hatch area of Harlow

PLANS for a restaurant in the Elm Hatch area of Waterhouse Moor have been submitted to Harlow Council.
The application is classed as a change of use: from a shop to a restaurant.
There has been a number of objections to the proposal.
For example: “The traffic down our road is absolutely terrible. We have a speed of 20 miles an hour. Still cars speed down here. Not only that, it’s used as a cut through road.
“Having another shop opening would be bad enough but to have it turned into a restaurant/Take away would be horrendous.
“While I’m all for backing small business’s this would not be a good place for this to be situated. I there object very strongly about ti’s planning permission.”
The full application can be found on Harlow Council’s planning portal.

Waterhouse moor is a lovely quiet estate and We are very lucky to have a large pond , a walled garden and a small study centre creating the feels of being in the country. Having a resteraunt here would not just bring unwanted rats from waste and noise from staff and customers but would make parking really hard for those who live here . Having a little shop has always been really convenient for everyone especially those lacking mobility that may just need essential items such as bread and milk. Changing the use of this shop to a resteraunt would be life changing for these people where for them going into town is not an option . I personally feel that putting a resteraunt here would take away the calmness of our estate .
Is this site not one of those on the Councils list of areas to be redeveloped, the original plan certainly included the shop area, with flats above a new shop or has that part of the plan been dropped?
Why are we just hearing about this now!! Why have residents not been asked to a meeting? Nobody wants a takeaway built here terrible idea disturbing our peace, last plans regarding new houses, some above the shops, some for disabled people, a larger shop. All these plans were on display in the Day Barn at Netteswellbury Farm for all residents to see and discuss but were eventually discarded.
I am afraid that this is another example of the Tories following in the footsteps of the Labour Council. As you say, a public exhibition was held some almost 4 years ago showing very detailed plans of what was proposed, it all went quite after this. The site remained on the Councils Local Plan of sites to be developed, the Tories have now said this will be developed within the next two years. I wonder if the shop keeper has been kept informed, I know for a fact that residents and shopkeepers at other proposed sites have not been kept up to date. You would have thought that lessons would have been learnt following the debacle of the warehouses at Bynghams.
you all moan but yet you will be the first to use this place if its a resturant, same with amazon warehouse, winge winge winge but hundreds on the katherines estate still use amazon
Go for it sounds great as for rats there are loads round the pond
what restaurant will it be could do with a nice sit done chinese as the pak lock shut done
Hope it’s a Chinese or Thai! Curry house couldn’t match Bushfair.
Definitely no restaurant needed the whmra have worked very hard to restrict speeding vehicles we certainly DO NOT WANT TO ADD ANYMORE traffic in our area, bad enough as it is!
I think this should be a matter for the residents to decide. It is their neighbourhood.
The last plans that we’re on display we’re rejected by both Essex county council and I believe English heritage, so the project was stopped. At the time we made it clear that the neighbour should have convenience shop due to its location and close to elderly residences. The restaurant business mainly works at weekend and the rest of the time will rely on takeaway activity. I personal thought the site would have been ideal for a co op outlet, but never got the chance to explore this option.
Cllr Durcan, for once we agree. It doesn’t matter whether it is Coop or McColls or whoever. However, your colleague, Jake Shepherd of erstwhile “Let’s abolish the Army Cadets” notoriety seems to think otherwise. You might want to be careful with Mr Shepard and his Momentum cohorts in the run up to the May local elections. Being anti-NATO might not wash with voters with Russia on the warpath. Still, Labour internal friction is pretty standard.
A takeaway would be ideal as there isn’t any good takeaway places close by, it would definitely be something I am looking forward to.
I’m the son of the corner shop owner and just want to let everybody know that this article has a lot of errors, we definitely are not looking to change anything regarding the corner shop, however we want to add a fish&chip shop or some sort of takeaway business into the empty shop which we are leasing next door . I speak to most the local residents on a daily basis and have asked for their options on it and have only been getting positive comments as people have been saying a good takeaway shop would benefit everybody. Furthermore adding a takeaway wouldn’t effect the traffic as 95% of our customers are the locals who walk to the corner shop.
Imran I agree with you , a nice fish an chips shop or take away. I'm a local.
Kim O’Connor, you surprise me. Could have maybe built 4-6 council houses on that site!
Great comments. And thanks for the clarification Imran, wishing you and your family well.
Imran is the shop suitable for wheelchair users? I looked when passing but it looks like there is a step up to get in.
The problem is that the plans state a resteraunt. A takeaway would not be so bad especially for those unable to get out .
