Harlow Council wants your views on town centre Public Space Protection Orders

HARLOW Council currently has two Public Space Protection Orders (PSPOs) in place in the town centre, which prevent cycling, alcohol consumption and ball games within designated areas.

The PSPOs have now been in place for almost 3 years, at which point they can be extended, amended or discontinued. The council believes that the PSPOs have been successful in addressing some of the issues and have enabled a better response when problems are observed by authorised officers.

The council is proposing to extend these existing PSPOs for a further 3 years to ensure it can continue to deal effectively with the problems observed by residents and officers and prevent a return to pre-PSPO levels of antisocial behaviour in the area.

The existing PSPOs are due to expire on 5 August 2022 and the council would like to hear from residents and businesses on whether they think the PSPOs should be extended or not.

There is an online survey, which will be available until 21 June, which can be used to give views on the PSPOs. The council will also be consulting with town centre residents and businesses and people visiting the town centre by post and face to face.

It's good having a protection order, the problem is that we don't seem to have officers to enforce it or better signage

If we get police officers out of the cars we can patrol as it used to be and that cut crime. With the money daved on fuel more officers could be employed

Police officers only go as far as Asda to do their shopping, you never see them policing the town.

All they have done is move most of the drunks on to other areas like Bush Fair, then the police are no where to be seen! Thanks for that! I personally avoid the town because from what I can see it’s filling up with the usual riffraff and they pay no mind to these silly PSPO’s!

I can honestly say that these PSPO’s have not worked in the town! There hasn’t been a day that I’ve had to walk through the area without seeing groups of people drinking alcohol and hanging around for hours while doing so! Cyclists also take no notice and don’t care some riding through at speed not giving any consideration for pedestrians & I'm not just saying youngsters I actually encountered a middle aged man riding though the town last week! It’s ok saying they have these in place but nothing is enforced the town centre is horrendous I actually can’t wait to get home every time I have to go there!

Pspos are a joke unless enforced. I spend most of the time dodging bicycles and escorted.

Putting orders in the town centre or anywhere pushes antisocial behaviour into the other areas of the town, they don't solve the underlying problems. As for cycling: simple barriers/ gates and using cobbled or undulating surfaces solves the issues. We have a Council trumpeting spend millions cow towing to East Herts Hggt and boasting it's spending millions on creative sustainable routes from the Central crossing into the town centre, active transport encouraging people to cycle on the one hand and then wasting time and money prohibiting cycling. Left and right hands don't know what they are doing; another example of incompetence and a failure to tackle the underlying problems. All fur coat...

The town is not a safe place for the vulnerable the children anymore or anybody else come to that with the people that live in the block of flats near bus station...There are druggie piss head stabbing stealing you name it it all goes on...this town has lost it reputation of a place to come it really has & nothing nothing will bring it back to a place where people want to be or to go shopping...I haven't been to the town for a few years now as I am a vulnerable person & I have no desire to go up there at all...it is not policed or all these things wouldn't be happening & if they are about then for a very very short time to as it then time for tea break or change shifts..calling police is not much better either as they pass the buck or they don't deal with what ever you ask...too much money is wasted on rediculous projects at. Bring back the original town with a little market cleaner town with a little of making people want to shop, have a cup of tea in the little café & a chat & not so many high priced coffee shops. The town is cold looking & ugly but we don't need utterly stupid big silly plant pots which was a total waste of time space & money.

Electric scooters, cyclists speeding through Broad Walk. Drunks occupying seating shouting, swearing. Foul language, the aroma of marijuana. Youths kicking footballs, drug dealers dealing. When will the incompetence and failure of Harlow Council be addressed It is not a pleasant experience to visit the High, we need action and not talk
