Harlow councillors visit Three Horseshoes pub after angry residents raise concerns over anti-social behaviour

HARLOW councillors have visited the Three Horseshoes pub after angry residents complained of anti social behaviour in the area.

Residents have complained about loud music, fights in the streets and the revving of engines on the main road in Harlow.

Great Parndon councillor David Carter (Cons) and other colleagues visited the pub and spoke to management and staff regarding issues.

Cllr Carter said: “It seems that the management are doing their best, however it seems that people are congregating outside and causing annoyance.

“We are liaising with everyone in order go get the best outcome”

The historic pub on Three Horseshoes Road was closed for a period of time and then had the challenge of Covid.

It is run by Star Pubs and Bars.

The opening hours are:

Monday to Thursday: 1200-0030

Friday to Saturday: 1200-0130

Sunday: 1200—0030

A spokesperson for Star Pubs and Bars said: “The operator at The Three Horseshoses is very experienced and has done a great job relaunching a pub that has been closed for almost two years, reinstating it at the heart of the community. 

“He has a zero tolerance approach to antisocial behaviour in his pub and is working closely with the council and police to address the antisocial behaviour in the nearby area.   Everyone is working to the same end.”

YH has also spoken to Harlow Council.

A Harlow Council spokesperson said: “The council’s Environmental Health team and the Council’s Licensing team have both received several complaints from residents about music noise and noisy and sometimes antisocial behaviour around the premises.

“The council has advised residents about how such matters are investigated and the formal processes under the legislation for premises licence review.

“Investigations to date indicate that not all noise and disturbance that residents have complained of can be attributed directly to the public house, and that the business itself does not condone misbehaviour from its patrons.

“Officers have liaised with Essex Police who are the lead authority on the crime and disorder aspects of complaints and are working with the licensee on measures to reduce disturbance and ensure that patrons’ behaviour is managed appropriately.

“Residents should continue to feed information to the council in the ways that we have set out, as this will assist while we work to improve the position.”

Licence for the pub should be changed so that it closes much earlier, surely 11.00 pm during the week and Sundays is late enough and Friday and Saturdays 11.30 pm?

This place has gone seriously downhill, broken glass outside, badly run, usually walk past with my dog late at night and something I now avoid. Full of druggy degenerates. Used to be a lovely pub many years ago.

In total agreement with the above comments. More like The Three Horsemanure Piles than a pub, as far from a community pub as it can be. Lacking complete thought for the local community. In need of a considerate manager and brewery.

How can the trouble outside the pub and to the rear of the pub not be caused by the pub being poorly run. The noise from the loud music can be heard in jerounds. It’s time for accountability not excuses. We’ve put up with false promises for too long. This community has had enough.

Its because they shut the places down and they just go some where else instead of the police actually dealing with rhe problem and the councill are to blame for letting the rif raf in to harlow from london in the converted office blocks

Another two nights of antisocial behavior. Well run pubs close at 11/11.30 move on their customers. This place locks the door and leaves them outside. It’s a scruffy badly run pub.

I can hear every event at the town park shut it down and when Harlow town play football shut it down and delivery's at the pinicales shut the whole of harlow down

The manager does not have a zero tolerance for anti social behavior, he does nothing to stop this, he's almost afraid to say anything to the troublemakers, he allows the drugs to be sold and taken on the premises, it seems he's off the attitude the drug dealers bring money to the pub so he turns a blind eye.

If the spokesperson for stars and bars really believes a word he's said about Three Horseshoes he obviously hasn't visited the pub at 1.30am on a Friday and Saturday night and doesn't know what he's talking about. The anti social behaviour on the front of the pub is not nearby it's on their door step. They are drinking at their tables and sitting on the benches that belong to the pub. As for a family pub well what a joke. Who in their right mind would want to take their family inside the Three Horseshoes. Our lives are being disrupted on a regular basis. The place should be shut down for good. We have all had to put up with the disruption for months now. Now I realise why Harlow has such a bad reputation. As for a family pub well what a joke.
