House of Multiple Occupation (HMO) in The Downs given planning permission to build a summer house

PLANNING permission has been granted for a House of Multiple of Occupation in The Downs to have a summer house.
One of the neighbours made a three minute presentation to the committee on Wednesday night where he detailed his concerns.
Many of the councillors were concerned at how they could monitor that the summer house was used appropriately.
Permission was granted.

Why is Harlow such a dump? I mean the area is nice. big parks good location. So it must be the people that liver in the town. For me this town is not diverse enough. Very English. Needs more diversity. Too much white privilege here and surrounding areas.
