Planning Committee to decide on plans to build new council houses at site of Sherards House

PLANS to construct 14 new council houses in the grounds of Sherards House are set to be discussed at the council planning committee.

The bid is as follows: Demolition of existing temporary accommodation building and construction of 14 no Council Houses for Social Rent with associated hard and soft landscaping works.

The application seeks the demolition of the existing building, positioned centrally on the site, and in lieu develop 14 dwellings for social rent by the council. The proposed development comprises the following:

  •   6 x two-bedroom dwellings having a gross internal floor area of 80m2;
  •   5 x three-bedroom dwellings having a gross internal floor area of 96m2; and
  •   3 x four plus bedroom dwellings having a gross internal floor area of 109m2.There are two access points proposed to the site.
  • The access off Three Horseshoes Road is to serve the three frontage units (plots 1-3). The remainder of the plots would be served via an existing access from Jerounds, which runs to the rear of existing residential properties and garaging.Each of the properties has private amenity space and on plot parking.
  • A further pedestrian access to the site is proposed to the north linking to an existing pedestrian route from Jerounds to Three Horseshoes Road. Lighting will be provided on this in the interest of security, and this is covered by a proposed condition.

There have been a number of objections to the application.

 The road suffers from speeding cars.
 Increase traffic on the road.
 The site is opposite a children’s play area and bus stop heightening safety concerns.
 There are existing parking issues in the locality.
 Vehicular access to the site is not large enough.
 The vehicular access is too close to existing properties and garaging associated with
properties (this is in relation to the access off Jerounds).
 Concern over the safety of the road with construction traffic
 Insufficient on-site parking provision and deviation from the Essex Parking Standards
 The proposed access will remove on street parking which is currently used by local
residents (this is in relation to the access off Jerounds).
 Request an assessment is made to paint double yellow lines on the road.

Harlow will be gone soon, everythingis being demolished in this town and its shovking, also if this goes ahead i wonder how many parking spaces there will be for each of these properties on that plot? Harlow is now just a place that is full of homes and cars and not much else and there is still many many more homes that are going to be built.so many greedy selfish disgusting people involvedin all this.

Taking every bit of history, character from this town... it will be full of new builds and thousands of more cars.. Squeeze in houses on every little bit of Harlow, because the thousands and thousands being built on our boarders are not affordable.. this town is becoming a concrete monstrosity..

There have in fact been over 50 objections to this proposal, not all of them have been listed in this article. The plan to build 14 houses on the site must be considered over development and shows all the hallmarks of a developer (which in this case is Harlow Council) trying to squeeze in as many homes as possible. Access to 10 of the homes is via a narrow garage access road on which cars have to park and bins left on collection days. No-one from the Council has taken the time to visit homes that will be affected, it seems that the Council have not learnt from previous mistakes such as that which occurred with the Warehouse development close to houses in Bynghams. There will be two parking spaces per house but only half a dozen for visitors. In addition there will be no path into one access point meaning that people will have to walk some 50 metres in the road if on foot. To date many residents have not even been informed of this Wednesdays meeting.

Harlow lacks historic or older houses and the quality of what has replaced them is dire; just storage boxes. These older houses have survived generations whereas many of those built under fifty years ago are degrading daily. Current architects hate pre-war architecture because their work looks so amateurish and shabby by comparison. But more, you can guarantee these 'council' houses will be put on the market within a year or two, and the young population squeezed into whatever rubbish was left after the 'right to buy' fiasco. From Tudor 'Mark Hall' which 'went on fire' before it could be listed, Harlow has developed a history of schemes like this. If they prove to be quality, they'll suddenly be 'too expensive for council houses, ' if they're the usual, where you can stand in the middle of any room and each any wall or window, where homes designed for seven adults would not be allowed for prisons under the Geneva convention. Examine Netteswell Orchard etc to confirm this!

I would love to see how big the 4 bedroom homes are if this goes ahead, shoe box comes to mind. When we read about all these new builds its made to sound all lovely and as if everything hasbeen thought off,which is absolute rubbish.I am a pedestrian and the car situation in harlow is so bad that my quality of life is deeply affected andmany other peoples also and drivers must also get very frustrated with how some people park theircars and big work vans. With the number of properties that could be built on that plot that could mean a large number of yet more cars and vans which obviously will park in the neighbouring streets causing yet more problems. Its an absolute disgrace.

The Harlow Alliance Party has long been campaigning to save this house from demolition. The Council should be refurbishing this home and building 7 or 8 bungalows in the grounds which could all be allocated to older residents wishing to downsize their homes, giving families the chance to move into the homes that have been vacated. I have only received notice in the post of this meeting in the last hour but fortunately an person who has also objected tipped me off and I am registered to speak against the Plan.

Only three residents objecting to the proposal are allowed just three minutes each to express to the committee their concerns, how can their priorities be considered in nine minutes any more than nine minutes of those in favour of the proposal can? A so called meeting with such limited time for residents to express views and others who attend are not allowed to speak makes a mockery of Dan Swords motto "Your Priorities Are Our Priorities"...The decision is already made.
