Knowing teens if they are banned it'll make smartphones more desirable and they'll be those with technical fixes who will supply the demand. The answer is better education and to designate networks providers as publishers. Publishers can be held to account with massive fines on what they publish to whom, they also have the technology to regulate what minors see. If youngsters aren't educated at home and in schools then at 16 they'll be extremely vulnerable.

Adding to previous comment: the point made in the BBC report that youth services, clubs, sports and other activities are virtually nonexistent or unaffordable in many areas and even schools. Smartphones simply fill the void. When good services, clubs and activities are provided youngsters flock to them. It's notable that even scout groups are shutting down because of a lack of adult volunteers to lead them.
