Man fined £600 for driving an e-scooter on Howard Way

A HARLOW resident has pled guilty to a number of road traffic offences in relation to driving an e-scooter.
Emmanuel Obeng, aged 25, of Greenhills, Harlow pled to the following at Chelmsford magistrates court.
On January 23rd, 2024, on Howard Way, drove an electric e-scooter without due care and attention.
On January 23rd, 2024, on Howard Way, drove an electric e-scooter without the relevant licence
On January 23rd, 2024, on Howard Way, drove an electric e-scooter without insurance
Obeng was fined £600.00 and issued with six penalty points.

I would hope his e-scooter was also confiscated, as there’s no mention of that happening in the report.
Wow, you mean we actually had someone doing something to stop these people deliberately flouting the law? E-Scooters can only be legally used in England on private land (with the landowner's permission) or as part of an approved rental trial. Why is is that I can go out for an hour in Harlow and EXPECT to encounter two or three such offenders? Ban the sale of these vehicles to individuals and get them off of our pavements!
The real question is, why is this country lagging behind in regulating e-scooters? Over half of the EU countries allow electric scooters, but put reasonable limits on their use. As it stands now, scooter users have no incentive to behave reasonably.
It’s about time they caught a lot more . They speed all over the place in shopping centres . I have to have a license road tax & insurance. Why shouldn’t they , they get away Wiv it !!
I'm shocked and pleased that e scooter riders are at last being fined. Government data for 2022 states that there were 1429 accidents involving e scooters that year. 243 pedestrians were injured in collisions with e scooters, 62 of whom were seriously injured and one pedestrian sadly died in a collision with an e scooter. 1095 e scooter users were injured in accidents involving e scooters, 347 of whom were seriously injured and 11 of whom sadly died as a result of e scooter accidents. Other accidents involved collisions between e scooters and bicycles, cars, buses, vans and their passengers a number of which involved serious injuries. I agree with all the other comments here. Enforcement of the law in respect of these scooters is long overdue. A surprising number of the e scooter riders who were seriously injured aged between 0 and 9 years old.
