Plan to register children who are not in school moves forward

A REGISTER to identify children who are not in school in England will be part of a bill introduced to Parliament on Tuesday reports the BBC.


The Department for Education says knowledge of where children are will enable councils to ensure a high-quality education is being provided and deliver the necessary support.

Education Secretary Bridget Phillipson said it would be a “seminal moment for child protection”.
The register, part of the Children’s Wellbeing and Schools Bill, is expected to come into force in 2025.

The Labour government says the bill will also make sure that teachers and schools are always involved in decisions around safeguarding children in their area, and that if a child’s home environment is assessed as unsuitable or unsafe, local authorities have the power to intervene.

A unique identifier number will be given to children across services, similar to an adult’s national insurance number.

“In recent years, too many children have been failed by their last line of defence: the state,” Phillipson said.

“No more words, no more lessons learnt. This government will put children first at every turn.”

I'm an expat with 20 Year's in Eastern Europe where it seems we protect our kid's far more comprehensively, the UK should follow suit with 2 key pieces of legislation we have here, there are 2 charges I see as essential to reforming many aspects of UK society, a charge of failure to be in permanent supervision of a minor and a charge of failure to provide the password list of a minor, these are paragraphs within something named as the 'child protection act. We already have the list, my wife was a teacher in the 2 weeks before the start of the new school year the teachers conduct home visits to any kid who's attendance missed the national targets the year before, the parents have to sign a contract and any welfare benefits are indexed to the performance of the contract, if the kid starts skipping days the state starts skipping payments. One thing that is absolute and non negotiable is the permanent supervision if the kid so much as steals a penny sweet mum and dad will face a judge both to a proxy sentence - usually half of the sentence you would receive as an adult committing the offence yourself and the failure to supervise. Saying to a police officer here 'i didn't know where johnny was, who he was with or what he was doing' would be taken as a confession to 3 counts of failure to supervise. This was appended for the modern world by adding password lists and failure to supervise computer / phone access, if an adult give a kid a phone and they access an adult site then the adult becomes legally responsible, this was adapted from a similar law on parental requirements to prevent minors having access to films certified above their age, if your 5 yr old is caught sat watching Rambo your getting fined, probably doing a couple of weeks time and it's very unlikely the child will be allowed to stay with the parents.
