Harlow Council “set to deliver promise” to bring Marks and Spencers back to Harlow

HARLOW Council leader Dan Sword has said that they are “set to deliver” his promise to bring Marks and Spencers (M and S) back to Harlow.

In the Harlow Council elections this May, the Leader of the Harlow Conservatives, Cllr Dan Swords, promised to bring an “all singing, all dancing M&S store back in the heart of our town” if the Harlow Conservatives retained control of the council. 

It is fair to say he received a great deal of flack when making the promise. Harlow Labour questioned the Council Leader at the time saying that this was not possible.

Your Harlow readers will recall that M and S left the town centre in 2015.

It appears that the promise is set to become a reality.

According to the council leader, the retail giant has named Harlow as an area identified for a new store as “active negotiations with the council are making great progress”.

Commenting on the progress, the Leader of Harlow Council, Cllr Dan Swords said: “We promised to bring M&S back to Harlow and when I made that pledge, I was ridiculed by Harlow Labour – who drove M&S out of town when they ran the council. 

“Well they’re not laughing now. We’ve been working around the clock and brilliant progress is being made towards that promise as Harlow has now been named as a target area for a new store.

“We will deliver on our promise to bring M&S back to the heart of our town as we rebuild our town. Just as we’re delivering on our promises to freeze Harlow Council Tax, ensure Harlow homes for Harlow people and to rebuild the town centre.”

YH understands that as part of the retail giant’s store “rotation plan”, the company has identified a number of places across the country where it would consider opening new stores.

M&S has said it is looking for two-acre sites or bigger, edge of the centre or out of town, on a major road with easy access. It is looking for sites to have a dedicated car park with around 150 spaces. 

In the fairly wide ranging document, it states:

M&S has said the requirements for new stores are: 

  • Store Size 6-25,000 sqft 
  • New builds or conversions considered
  • Prominent sites
  • Dedicated or nearby car parking required
  • Freehold or leasehold considered
  • Good access to the public transport network

An M&S spokesperson said: “As part of our store rotation programme, we are always looking at potential new sites to make sure M&S has the right stores, in the right place, with the right space.”

Too much congestion with the access and parking. A better location would be next door where Homebase is or was, as they are in the process of closing down. There is also the possibility of taking over the Argos unit as well, as the owners Sainsbury's has already stated that they intend to close all the Argos stand alone stores in the near future.

Or the soon to be departed Homebase maybe? Carpark huge and doesn't get as congested as the other retail parks. As only Argos and Dunelm.

Homebase site makes sense only if the access from Edinburgh Way is radically changed. Capacity for parking could also be improved by building a multi story car park. Also would be far better than a town centre site. Hats off if Dan & Co can pull this off.

Good access to public transport, well that of course counts out any site along Edinburgh Way. Parking for 150 cars, well that is about half the number at the Stevenage store. The Harvey Centre, well for much of the time the car park is pretty full as it is. Perhaps Strawberry Star have decided to sell the buildings along Broadwalk and beyond and a new plan is being brought forward to develope the site.

Hope they come back to somewhere in Broad Walk. After alĺ, the bus terminus is being updated, so it would be perfect for people who have no or limited transport means. Also, there are only 2 place a in the Town Centre where you can buy your weekly food shop, Tesco and Asda, and Tesco is downsizing to go opposite Iceland at the other end of the Harvey Centre.

It must be in the Town Centre not one of the Edinburgh Way retail parks as they are choked with traffic at the best of times, with just Howard Way and Edinburgh being the only access points which will be choked once the road across the Stort is built terminating at River Way.

I think if you take Tesco spot that would work. I live near Brookfield site but shop more in Harlow as it has the other stores so would love M&S to be there too again .

Probably rule out Edinburgh Way, as there’s no regular passing public transport, but that could be altered, also given the amount of retail units along that section of road. I believe that the old BHS store is due to be demolished and replaced with the usual tower block of apartments, but there could be scope to place it at ground floor level. But the town centre car parking capacity will be an issue.

I can't see it being in town centre again, they moved out of the town centre for a reason, it will probably be a big food hall on Edinburgh Way!

Dan, when you first announced this I made the observation that that you would not have done so without having had discussions with M & S. Today's announcement is great news, I have seen elsewhere that Harlow was on an M & S list of possible sites so hopefully it won't be long.

Broadwalk is where it should be. When they let all the big companies move to industrial estate is when the rot started. If they do as they say and regenerate Broadwalk and market square, it could be lovely again.

As long as it comes back to the town somewhere I don't mind where it goes. Somewhere accessible by bus would suit alot of older shoppers.

Edinburgh way/Howard way/Harvey Centre all prime locations. Parking is an issue. People on foot have many issues. Mobility and immobility need consideration. We are regenerating the bus station etc. what about a park and ride system? Cambridge and other areas can make it work. Why can't we? Update and upgrade the bus service to the industrial areas so we can easily get to and from the areas where the larger stores (whatever they maybe) currently not accessed easily by non-drivers.

I can only think that the site will be the soon to be defunct Homebase site but it really needs to be linked with the Queensgate retail, it has the ready made parking area. Anywhere else in Templefields doesn't have the footprint. I would prefer the store to settle the in the old BHs Harvey centre store.

Sorry to be negative but it probably won't happen anywhere because all this is just words by Dan Swords. By looking at all comments above IF it does happen then wherever whenever it won't be right because no one is agreeable & Dan Swords is full of words hard hat & pulling down. The town is a complete mess, not enough public would be able to support the M&S by shopping there which is partly why they went in the first place so why would M&S want to come here again especially the state of the town. Until this town is tidied up & people are wanting to come to Harlow, I think this is a pipe dream for Dan Swords to say he has one up on labour because he has a hell of a lot of work of putting Harlow back on the map for people to want to come & shop here when they can go to these bigger classier shopping areas & shop. M&S is not going to make it happen for Harlow until Harlow town has proved itself & becomes a safer place to be & the other shops & market are trading smoothly for people to come & enjoy. Which is a very big wish right now!!

The old Wilkinson site would be ideal. I know the bounty club is using it at the moment but they can be moved to the tesco site when vacant.

JR you asked why M & S would come back to Harlow. Perhaps there is a clue with all the potential housebuilding going on on the outskirts of the town and potentially on the PAH site when it moves to J7a. I am sure they will be offered incentives

From what I’ve seen on M&S Corporate site they are only looking for food hall stores. Is this what Dan Swords is “all singing and dancing store?”

Of course this is on M&S terms, the same terms which the council rejected when the council tried to call their bluff and ended up with egg on their collective faces.

I doubt they can tempt M&S back to The High, certainly not to any existing unit, anyway. @James B - the empty space next to the old Odeon is part of the Strawberry Star development although when that will ever actually get into gear is anyone's guess.

I’d love to believe Mr Swords here, but until all the abandoned nightmare buildings along Broad Wall/Little Walk/Market Square/West Gate get sorted out (ideally demolished at this point) I can’t see a major business moving back in, unless it’s in the water gardens - aka the only part of town with some sense of life, modernity, and safety. Town centre and bus station renovation will help a lot, but I think the town will still struggle, especially with attracting new businesses, unless they include ALL derelict parts of town in their redevelopment plan.

If it says ‘Store Size 6-25,000 sqft’, well 6,000 ft² is tiny - That’s about 77’ by 77’, a bit longer than the average back garden in Harlow. What M&S say they are looking for for stores is 21,500 ft² on a site of 1.5+ acres for a FOOD ONLY STORE or 80,300 ft² to 133,800 ft² on a site of 5 to 6 acres for a FULL LINE STORE. Homebase, including the bit they closed off a few years ago has a gross floor area of 62,400 ft² - Add Argos and you’ve got 79,650 ft². It is well known that Marks & Spencer and Kingfisher are circling the Homebase stores that The Range didn’t want. Harlow is on that list, not because of the sterling efforts of our counsellors, but because for years, they allowed Harlow to be the largest town in England without an M&S - Even CLACTON has an out of town M&S store now! If Harlow gets a Full Line Store at Edinburgh Way, it will be because Sainsbury decide that they are going to close Argos because they want the competition from M&S.

Unlikely to be in the town centre. The conditions that saw them leave are even worse now. High rents, over priced parking and only primark to the water gardens is useable by humans as the rest is an unchallenged war zone for gangs and drug runners. IF they return it is more likely to be along the lines they offered before. A small retail unit mostly for food and basic small house items along with a very low level of clothing. Last time I recall they only wanted half of the Wren store in Edinburgh way (now filled by home sense) but the Labour Council told them they can't leave the town centre and set up elsewhere in Harlow, so M&S left Harlow. It would be good if they came back. They could split the old Mothercare store in half and rent out the other half to another business
