Harlow Council leader welcomes news that planning approval for 10,000 homes in Gilston approved

THE LEADER of Harlow Council has welcomed the news that planning permission has been granted for 10,000 homes to be built just across the border in Gilston.
Councillor Dan Swords said: ‘”This is an historic day for the future of our town. If you desire a future for our town where homes are more affordable and of better quality, where community, healthcare and leisure facilities are improved and more available and where we have the road, walking and cycling infrastructure to thrive and drive businesses to grow then this decision paves the way for that future.

“This garden village planning permission signals transformational growth for the area with 10,000 new homes including 2,300 new affordable homes for local people, but also crucially this is a leading example for the country of ensuring the required infrastructure to transform the area for existing and new residents is in place.
“That means £1.3 billion worth of investment for our area into 7 new primary schools and two new secondary schools, huge upgrades to our road, walking and cycling infrastructure, new healthcare facilities, a new leisure centre and football hub, as well as over 7 acres of employment space to support the growth of local SMEs and attract new investment to create high-skilled jobs for local residents.

“We have worked tirelessly to ensure that this benefits Harlow not disadvantages Harlow. That is not easy within the planning system, but this genuinely will help to transform our town centre, deliver more quality housing for local residents and give Harlow both new and old the infrastructure we need.
“But more importantly, so much work has been done to ensure that unlike many other large developments, this truly is a desirable place to live with 7 sustainable garden villages. That means that over 50% of the village area will be made up of public, open and natural green space and that the designs and layouts of the villages are of the very best quality.
“It also means that these new garden villages will not gridlock roads for existing residents in Harlow and the surrounding areas, or put ever increasing pressure on local services such as GPs, but rather that Harlow is a better place to live, work, raise a family and grow a business for existing residents as a result of the decisions that have been taken to transform local infrastructure.
“This represents one of the biggest planning permissions ever granted and it gives the green light to new garden villages, new homes, more investment, fantastic opportunities and a brighter future for Harlow.”
Dream on Dan what planet are you living on... no extra pressure on Harlow services or roads... High paying jobs... Well I guess you need one of those to be able to afford to buy a house there...
The writing is on the wall for Harlow: the outlook is for us bleak and Harlow will be fighting a rear guard defensive retreat. Councillor Swords own words " We have worked tirelessly to ensure that this benefits Harlow not disadvantages Harlow. That is not easy within the planning system" signal this. The Gilston Estate development will attract the many who are leaving London to commute 2 or 3 days a week and work from home, people who will pay top dollar for an executive home who will not be inclined to condescend to shop in urban Harlow but will drive through to the M11 or to Epping Station and shop in Stortford or Dartford. The only chance Harlow has in this plan is if PAH were developed on it's current site or at the GSK building in Pinnacles, Public Health England Laboratories were built there and if the boundaries of Harlow were extended to incorporate all of the East Herts and Epping Councils developments that are to be built around the perimeter of our town so at least the transport and jobs issues can be sorted. All very unlikely.
Utter tosh from the Leader of Harlow Council and of course the board oF HGGT. I have no doubt that those who can afford to live at Gilston will find it a nice place to live, new schools, shops, playing field etc but, with up to 20,000 working age adults, most of whom will be commuters they will find things very different as they try to exit and enter the so called villages. Our polititians have learnt nothing from Church Langley with just one road in and out and a bus lane never used. What with the other developments around the town, Harlows gridlocked roads will get even worse. As for benefitting Harlow, well the same thing was said before the development at Church Langley took place. The number of affordable homes at Gilston has already reduced from 40% to 23% and we can look to Ashford and others in just the last few weeks where developers are now saying they cannot afford to build new infrastructure. Nearer to home, it seems the sustainable transport corridor from the Town Centre to Latton Priory is now in doubt and we have the issue of a new hospital, where on a Monday afternoon just before Christmas there were 130 people waiting to see a doctor in A&E. It is a simple fact that the Conservative Party are in the pockets of developers and housebuilders and Labour think building 1.5 million homes will solve the housing crisis. It won't and these developments will not help those of us already living here.
And just another point, the 7 acres of employment space is actually the size of four football pitches as big as that at Manchester United, about the size of one warehouse along Riverway.
I wonder if politicians ever visit planet earth, just the other week they were happy Harlow was the top of one of survey for tech working etc. One of the key aspects that made it the top was the salary were low for tech workers. This will put just more stress on the roads and infrastrucutre.
You have to smile at the Leader of Harlow council because he should be focused on the areas that need local infrastructure to support the needs of its residents' in Harlow not what is needed elsewhere. That is for others to pontificate on and generally failing. These new developments haven't been voted on by the Harlow electorate and will not be sadly. The winners of course will be the developers' of overpriced and badly constructed housing with little or no infrastructure. In short a very bad version of Church Langley and that is bad.
Absolutely clueless. We can be absolutely sure that no one is interested in protecting Harlow . We need to make sure these people never get in power again
The roads are gridlocked, buses can’t keep to their timetable, ambulances cueing up outside A&E, DIY dental work, no affordable housing, no Harlow based police the list goes on and on but no politicians see what the average person on the street sees. It’s dire and will only get worse
I am very glad to be leaving Harlow in 2 months time.
it would be nice if more local people got a look in. Instead i'm going to be living in an old scruffy property surrounded by a load of new people in their new properties
Paul, this is a private development in East Herts. Nothing to do with Harlow. However, nothing is stopping Harlow residents from buying these new homes if they wish.

Using the Latton Island / Eastern crossing for Gilston and the A414 traffic accessing the M11 will have significant additional traffic running through Harlow’s main shopping centre, Templefields. Then, as the traffic progresses through to the Mark Hall roundabout, there is a proposed STC route towards the possible new hospital site. There is a strong possibility of a gridlocked Old Harlow station roundabout and the A414 in Templefields. Those of us who can remember when there were traffic lights on Burnt Mill roundabout and remember how Northern Harlow became gridlocked back past the town centre. (Dan is too young to remember) All of the villages and towns West of Harlow saw a very significant increase in traffic as drivers, including HGVs, found other routes to the A414 and the A10. This is already happening because of your “improvements.” I want an answer to one question from Councillor Dan Swords: Are Mr. David Sprunt and the Conservative-run Essex County Council Highways department breaching the 2020 Harlow Local Development Plan? Which states,” A development must meet the following criteria:”(a) it would not cause a severe residual cumulative impact on highway congestion and movement.
I think Sir Gibberd must be turning in his grave after seeing what is happening to his town :(
