Protecting a new system which appears to have problems? After it's introduction in November 2024 nearly 4 months ago the new system has still not been implemented. The staff have been using computers for years so why is it taking so long for them to acquaint themselves with the "new system"?

This appears to be a security system that is only used by public sector organisation. Why is it the public sector never use the market leaders that the large private organisations use.
