Harlow’s Garden Town lead demands honesty on River Way road closure

A SENIOR Harlow politician has demanded answers from Essex County Council over the long-running closure of the new River Way junction, saying the highways authority hasn’t been honest about the problem.

Harlow Council’s cabinet portfolio holder for Planning and the Garden Town, Cllr Alastair Gunn, attended the official opening of the road last year, on behalf of Harlow residents.
At the opening, Cllr Gunn commented that Harlow Council has put forward £1.5 million from its Towns Fund award, investment secured from the previous Conservative government, to help meet the cost of the new road. He also pointed to businesses moving to the Templefields employment area that the new junction would serve.
Days after being officially opened however, the junction was suddenly closed. Over six months on, it remains closed.

At the time, Essex County Council described the closure as “temporary” and due to a “technical legal issue”.
Cllr Gunn said, “Harlow residents want to know what’s happening with River Way. Half a year since its abrupt closure, it is still not clear what the real problem is or how long this embarrassing situation is going to continue for.
“Information was given to us back in August that the issue should be resolved within weeks. That’s the same information Essex Highways are giving Harlow Council now, and frankly what we’re being told is no longer credible.
“Clearly, something has gone badly wrong. If it does involve a legal issue, it’s understandable that Essex Highways may be limited in what they can responsibly say. However, Harlow Council helped pay for this road upgrade. It is Harlow taxpayers and businesses that pay their rates to us that are being affected by the ongoing closure.
“We – and the residents we serve – have a right to demand a bit of honesty. It’s high time Essex County Council were clear about what’s really happened, and to be realistic about how long it will take to get this road re-opened properly.”
The road is closed because the council do not own the land. This means the land owners would be legally responsible for any accidents so the road remains shut until the sale is concluded. I do not know how this came to pass but it opens up all sorts of serious questions about developing on lend you do not own, along with the insurance status of all the workers who worked on the project, and how such a basic major oversight happened on a public project. Of course at some point in the future this will be sorted , but I can guarantee that no one will be held to account, as no one is ever truly held to account in the public service ever.
The other interesting question is Harlow contributed £1.5M I am amazed it cost any where near that, no wonder taxes are high. It is a short road it should have cost no where near 500K never mind the millions plus it obviously did. The other interesting question is this is obviously criminal damage committed by the state so who is going to be arrested and charged.
I believe the bridge in old road was to be closed as part of this as the traffic lights at the bottom of old road have been changed to turn right this has made old road a rat race to to 7a traffic travel up and down old road well over the speed limit if you try to cross old road at the bridge you take your life in your hands
Surely we should be entitled to some update giving us taxpayers details of the problem,status and estimated end date? Why are Public bodies I.e Councils more secret than Ml5? We are supposed to be a Democratic Society with Freedom of information. They work for the Public but no one will be held to account. It's only a bit of road ! ! ! Come on now do your job !
If these people worked in the real world, they would be fired instantly. They are an absolute disgrace. If you are really limited in brain power, join the council. Job for life.
Harlow has four county councillors who are members of the same party currently running Harlow, and Essex County Councils. They must know the truth, and a decision has been made to keep the public in the dark regarding both what is going on, and what has happened to our money.

the people who do own the road are looking at putting a 20 pence toll on it and if it goes ahead we will all pay for it again
Maybe it is a case of musical chairs between Essex County Council and their contractors to see how carries the blame?
If everyone who made there comments is truly sincere in there comments then serve court orders on the 4 councilers who are in involved in this project then you will get your answers no one is above the law stand up and fight for what you believe in
If this occurred in Russia they would be shot whereas in the U.K.they would get a ". Knighthood.Surely it's time those responsible were removed from office with heavy fines. Don't vote for them again.
Essex Council have a record of road failures from the roundabout on 2nd avenue with Howard way when they painted it red and no one new how to use it to bus lanes that were not used to the Edinburgh way fiasco and now this. Add all this to the potholes throughout Harlow it is cleat they have no idea how to manage our roads.
