Harlow Council introduces transformed grass cutting service standards as grass cutting season gets underway

SIGNIFICANTLY overhauled service standards have been introduced by Harlow Council as its maintenance company HTS begins the town’s grass cutting programme for 2025.
The new standards will ensure that there are radical improvements to how grass is cut to improve the appearance of the town as part of the council’s mission to ‘renew our neighbourhoods.’

The new service standards mean that:
HTS will cut the grass every 10 working days as opposed to every 17 working days to ensure it is kept shorter and tidier.
Grass will be cut and strimmed at the same time by the same team of three so that grass is not overgrown around obstacles.
All areas will be strimmed rather than using weed control solutions which kill the grass.
The grass cutting season will be significantly extended and now run from the start of March to the end of October to ensure the town looks tidier.
Litter will be cleared before grass is cut.
Strimming will include self-seeded areas around trees and adjacent to properties to stop unsightly growth.
New inspections of completed work and revised performance measures to match the new standards.
Further changes to the contract and service standards are also set to be introduced for the cutting back of bushes and hedgerows through the spring, summer, and autumn to ensure paths and sightlines are kept clear for pedestrians and road users to improve safety across the town.
Commenting on the changes, Councillor Nicky Purse, cabinet portfolio holder for sustainability and environment, said:
“In recent years, we have made improvements to the grass cutting programme in the town, but this year we have gone much further. We have completely changed the contract and the service standards to ensure that the grass is cut more regularly, but also that litter is removed, and strimming takes place all at the same time. This is the standard of work that both our residents and the council expect in order to properly maintain our wonderful green spaces.
“We will also be stopping the use of harmful weed control solutions and instead strimming weeds and self-seeded areas and introducing inspections of completed work to ensure that the work being carried out meets our new standards.
“We are on a mission to renew our neighbourhoods, and these changes are another positive step to deliver that. Additionally, we are ensuring that bushes and hedgerows are cut back regularly to maintain clear sightlines, improving safety for pedestrians and road users across the town.”

Who comes up with the best way of dealing with the grass cutting, verges, etc? Time was they said May was as good a time as any. Any gardeners out there? Coming over all Radio 4

Is there any consideration to "No Mow May" or do we put tidiness ahead of nature?
Peter, No Mow May is a very good thing but maybe confine it to private gardens and specific parts of the Town Park but to let verges and roundabouts overgrow will just make an untidy Harlow look even worse.
Have HTS employed extra people? I ask because the minutes of Council's Shareholder Sub Committee meeting of January 29 in paragraph 41 had the following: "In response to a question about the change notices and the requirement to cut the grass every 10 working days, David Morrissey advised that he had submitted a proposal to the Executive Shareholder lead with six options. Five of the six options would require the Council investing more resource. This is being discussed at the HTS Board on 10th February 2025." At last, no more weed killer! that is something positive. Can we please now have the hedges and bushes restored that are missing chunks out of them? Every year when they are cut back, a portion is ripped out, never to grow again. These are absolute havens for birds - especially sparrows, hedgehogs, and insects. I wonder how this practice is justified in this day and age.
Maybe the council should plant some grass up the town centre then .market square. And Broadwalk. Might not look like a shanty town then !!!!
Can you try and keep the Ivy that is a total eye sore in the town in check, that eventually suffocates the older trees ie:- 100 year old oak trees etc!
Perhaps a good start would be to deter drivers who either drive over or park on the roadside grass verges. There’s nothing worse looking than deep tyre ruts, that, without remedial action, will be like it for months. Many other Councils put up warning signs, not to park on the soft grass verges, with the threat of a fine for those who are caught. Will Harlow follow suit? I wouldn’t hold your breath.
Vans and cars using the white admiral pub wheel spin on and off the grass and have created trenches. In the winter there is mud and puddles everywhere and in the summer it's a dust bowl. Now the mums on the school run have started to do it as well. It's a mess.
Will they clear dog poo up before cutting? Disgusting around Upper Mealines. Where dog owners don't clear it up
It would be nice when cutting back the bushes they take all the cuttings away and not strewn all along the road. Clearly not checked after work done.
Saw weed spraying taking place round The Stow day before yesterday.
I think the cut every 10 days will include February 29th and all the Bank Holidays. They haven't been seen in Guilfords since last July. They cut the grass 4 times last year and have the bear faced cheek to put service charges up by £500 for the year.
I don't believe in no mow, I've just mowed my lawn on a high cut, then April the same and then may low cut. Weather permitting. And as for Dave Foreman would not like to be stuck in a lift with him. Boring.
If Cllr Purse can explain why there were operatives out spraying in Potter Street this morning (5.3.25) that would be great.
Mr D, HTS are using a company called Languard who carry out Glyphosate spraying to hard standing such as pavements. In one area I have questioned this was carried out on 13th March, and 19th February 2025 however had to go to complaint for the information to be disclosed and COSHH data sheet to be made available. The product used by Languard in my enquiry was called "Trustee Amenity" made by Barclay. Active ingredients potassium salt of Glyphosate 30-60% (450g/l), the control of perennial grasses and broadleaf weeds. The product datasheet warns of precautions required for public and animal to access the treated area and advises "to keep all livestock out of the areas until any treated noxious weeds have been removed or become unpalatable"
