Construction work set to begin on transformation of Playhouse Square as Harlow Council Leader signs key contract

A BOLD new chapter in Harlow’s regeneration story is about to begin, as contracts are officially signed and sealed to deliver the transformational new Arts and Cultural Quarter in the Playhouse Square as part of Harlow Council’s mission to ‘rebuild our town’.

Harlow Council has appointed The Hill Group as the lead contractor for the £34 million flagship regeneration scheme, unlocking the next phase of work to bring the council’s ambitious regeneration vision to life.

Set to begin this summer, this milestone follows months of detailed design, planning, and preparation – including the successful demolition of Occasio House. The project is backed by significant government investment and is part of the council’s wider programme to revitalise the town centre and put culture at the heart of Harlow’s future.
Located in the heart of Playhouse Square, the Arts and Cultural Quarter will become a regional powerhouse for creativity, attracting talent, investment and visitors from across the East of England. It will build on the excellent work of Harlow Playhouse and bring forward a stunning new offer including:
Inspiring new live performance venue and exhibition spaces
A welcoming new café/restaurant and booking office for the Playhouse
A state-of-the-art music school and recording studios
Modern studio spaces for both community and commercial use
A new home for the Gibberd Gallery
A beautifully improved public realm, including a vibrant public square and tranquil pocket park with an outdoor performance space
Upgrades to the Haydens Road underpass, improving safety and accessibility
47 high-quality new affordable homes for Harlow residents
The Playhouse Quarter is just one phase of the complete rebuilding of the town centre with the transformation of Broad Walk well underway and the Market Square and Bus Station starting shortly.
Commenting on the contract signing for the main construction works, Councillor Dan Swords, Leader of Harlow Council, said:
“This is a proud moment for Harlow. Signing the contract means we’re not just talking about the rebuilding of the town centre – we’re delivering it.
“The Arts and Cultural Quarter will be the beating heart of our regenerated town centre – a vibrant hub of creativity and inspiration that celebrates Harlow’s heritage and future. It will build on the outstanding work of Harlow Playhouse and create something truly special for generations to come.
“This project is a shining example of how we are Building Harlow’s Future – creating a town centre that is thriving, creative, and full of opportunity. With work beginning this summer, we are no longer waiting but delivering on our promise.”
Let me guess, Hill have "won" the contract...
Just what the town centre needs, another construction site.
Well at last something positive is happening on this construction site. Had this been a private owned site, similar to the Strawberry Star site, then either nothing would be occurring or they would be wanting a huge multi-storey block with 100’s of tiny rental apartments.
The excitement is palpable. Friends from Cambridge and Norwich are already asking when they can visit the East of England’s regional powerhouse for creativity. Hill Group-We Love you and all you do for us!
Harlow needs a bit of light relief and if they are going to build some more homes that.will be welcomed too. I know it's going to be difficult for locals.But with a little forward insight at least the locals have had forwarding. It will create a few jobs as well and put Harlow back on the map. Nick and Abbie are you both intellectually challenged? The Hill Group is the 50/50 joint venture partner with Harlow Council in the Harlow Regeneration Partnership. No doubt people like you would rather hook up with the likes of Strawberry Star or the owners of Terminus House. You really need to get a life. Bit of high level culture might do you good, you certainly need it by your comments.
Spending £34 million in this way is a once in a lifetime opportunity that is being wasted. It will leave the town with one of the smallest theatres in the region at a time when for instance Basildon are going to build a 5000 seat arena in their Town Centre. Bearing in mind the £7 million being spent to re-pave Broadwalk and Market Square, one can only guess how many millions will be spent on paving the Playhouse Square and building a new road. The live music venue is nothing but a room, which at most can hold 300 people. The Playhouse does not have a box office now because of staffing issues and cost, why build a new one? The best view as you enter the Town Centre will be blocked by the new building in front of the Playhouse and finally readers will have noted that the new flats will be so called "affordable". The Harlow Alliance have long said that Market House should have been purchased and demolished to make way for a much larger theatre, live music venue and exhibition centre which would have increased footfall to the northern side of the Town Centre being just yards away from the new bus terminus.
I can only agree with everything Nicholas Taylor wrote; it is a waste of money! £37 million to build what is effectively two new “rabbit hutches”. A music venue to replace The Square after the Conservatives sold it off to property speculators. Whoopee do, they have increased the capacity by another 100 people. The Playhouse was built for a population of 60,000 people. At the time, people were much smaller; nowadays, people are much taller. You only have to look to book a seat at the Playhouse to find the only seats available are beyond the centre aisle where a six-footer will find it an uncomfortable night and probably wish for the interval so they can stretch their legs and vow never to book a seat beyond the centre aisle or never to return. As someone who is six feet, I can honestly say I have never been to a provincial theatre that is so restrictive, and I have been to quite a few provincial theatres. Even the cinema seats have moved with the times. Sadly, Harlow, the Conservatives have not. They are hell-bent on wasting a once-in-a-lifetime opportunity. Wake up Harlow! The council want to increase the population to over 250,000 with the new villages and towns like Gilston around Harlow. What is proposed is tiny.
Surinder is correct. The Hill Group has several projects on the go in Staple Tye and they look well run site. Progress is going well on delivering housing. Likewise, in Cambridgeshire Hill Group is going great guns on a number of sites.
Forgot to say I'm pleased this Cultural Quarter project is about to begin.
Lots of words, lots of self praise and despite a mention of contracts, not one single date mentioned for it's commencement or it's completion date, just like the bus terminal or the paving of the main town centre. It will an interesting watch.
