Planning Inspector rejects bid for White Horse pub in Old Harlow to be “converted into homes”

THE White Horse pub in Old Harlow won’t be converted into homes, as the scheme would harm the building’s heritage value reports the planner.co.uk

Walsh Properties Investments Limited sought permission to convert the building, a non-designated heritage asset, into a flat and a maisonette, along with two new homes nearby.
However, back in November 2023, Harlow District Council refused the proposal.
The matter then went to appeal.
Planning inspector L Francis said that the “removal of the existing ground-floor extensions would be a positive intervention”.
However, by infilling the building’s grounds with new homes, “serious harm” would be caused to the setting and heritage value of the 19th-century pub.
Furthermore, local policy only supports the loss of community facilities such as pubs if it can be demonstrated that they are surplus to requirements.
The building went through various periods of being marketed as a pub, to no avail.
However, Francis was not satisfied that it had been thoroughly marketed for other community uses.
Planning Balance and Conclusion
Mr Francis concluded
The proposal would provide 4 additional dwellings which would meet the national space standards. The scheme would use brownfield land in a sustainable location. It would support the Government’s aim of significantly boosting the supply of homes.
However, the addition of 4 homes would provide a limited contribution in this context and I attach moderate weight to this benefit. There would be temporary and ongoing economic benefits from the development through construction and future residents’ use of local shops and services, but given the modest number of dwellings, those benefits would be limited.
I also acknowledge the benefits derived from removing the ground floor extensions and bringing the NDHA back into active use, along with the benefits to biodiversity.
My conclusions regarding the absence of harm to highway safety and the provision of appropriate BNG, are neutral considerations which do not weigh for or against the appeal scheme.
As set out above, I consider the scheme would result in significant harm to the significance of the NDHA and to the character and appearance of the area.
I have also identified harm to the living conditions of future occupiers of House A and Flat 1 arising from the proposed layout and detailed design of the scheme.
The marketing evidence submitted has not demonstrated that the PH would be surplus to requirements in terms of the potential for it to be used as an alternative community facility, conflicting with the Local Plan.
The material considerations do not indicate that a decision should be made other than
in accordance with the development plan. For the reasons given above, the appeal
should be dismissed.

Why not open it as pub. Nothing down that end old Harlow
You want to see the state of the Garden Tiger pub now, since that became a multiple dwelling! Disgraceful! Rubbish strewn everywhere and people sleeping rough in the entrance space! These 'landlords' couldn't give a shite! It's a complete eyesore!
The price of a pint of beer could be reduced by around one third if the government were to remove all of the taxes. Perhaps then people would be more inclined to visit, and we wouldn't be losing an average one pub every day, with all of the associated jobs and community resources.
Much better to leave it empty in the hopes that someone will buy it and re-open it as a pub for six months before it goes bankrupt because pubs are a dying industry...
It will "suddenly"burn down and houses built (just a guess). Nothing like this has ever happened in Harlow before ...

Preserve Harlow’s heritage buildings. Enough of them have already been demolished. Could the Council buy it and use it as a community building in some form, a mini arts centre? Mind you, talking of heritage, those plastic windows are bloody awful on a 19th century building!
When it was full of drugs with county lines run from the pub it certainly was no benefit to the area. Before that the owners held loud events disturbing local population all night with people peeing in the bushes. High time this eyesore was gotten rid of. Charm and character? Go and have a look mister planning inspector!
Well said Brigitte like you I have to look at this eye sore every day watching people peeing in the bushes we have enough pubs in old harlow when it was a pub we had nothing but trouble What we need is nice little house for the young to make a start in life If these planers had to look at it each time they came out of there house it would be different
I suggest "Your Harlow" newspaper takes a photo of the current state and condition of the White Horse pub. Its in a disgusting state. I assume the inspector has good eyesight - it's hardly a prestige heritage building at the moment and hasn't been for many years. It's a total eyesore and degrading for the area. I suggest the residents draw up a petition.
Yes like the review above you should see the state of it windows boarded up over plastic windows wooden toilet block at the front building at the rear as mess how can this be heritage it is a mess and should be pulled down nobody is going to turn it into a pub and we have pubs both end of old road 3 other pubs and a working man’s club in old harlow What we need is housing this would have housed 4 families but Harlow council don’t want houses The site of the old police garage in station road has been turned down for homes and it stays empty They will let hundreds of house to be built on farm land but not on these sites
Absolute Disgrace to see people peeing in the bushes everyday, drug addicts people sleeping rough, condoms, & dogs poo bags dumped there. ENOUGH is ENOUGH especially when you have your grandchildren staying. Feel ashamed, Old Harlow was a lovely residential area great for all the residents. No heritage whatsoever, just a sham. Would have been PERFECT to have houses built in keeping with the area. Very Very different if these planers lived opposite or near this terrible mess full of rubbish everyday. Also great problem we have reported to the Police seen rough men asleep there smoking, could be a likely fire hazard as thy sleep near the hedges which could catch fire, only when there is a tragedy somebody will wake up. Please get our lovely area of Old Harlow back to how it was before, Seems a simple question, If, only...Such a Shame, We always thoughts the Town Planners & Council were there to look after the local community but it seems they are going out of their way to do the exact opposite, everybody who lives opposite the pub & near to it are all in favour of a small housing development on the sight which would solve this problem.
