Harlow Council welcome thousands of jobs and massive financial boost to the town

AS we reported, Harlow is set to become a national powerhouse of health innovation and economic growth as the Government – after years of delay – confirms that the UK Health Security Agency (UKHSA) will relocate its new headquarters to the town.

The move has been hailed by Councillor Dan Swords, Leader of Harlow Council, and Darren Rodwell, Chair of the Harlow Growth Board, as a historic moment for Harlow’s transformation – and one of the biggest investments in the town’s modern history.

What this means for Harlow:

  • 2,750 high-quality jobs created at the UKHSA campus
  • £80 million a year injected into the local economy
  • 1,600 new jobs to support construction of the site
  • A world-class science and health campus at the heart of the town
  • An anchor for skills, STEM education, and innovation in Harlow creating transformational opportunities for Harlow’s young people
  • A permanent home in the UK Innovation Corridor, unlocking national and regional growth

This announcement secures a cornerstone project of Building Harlow’s Future and establishes the town as a national hub for public health, science, and opportunity.

Commenting on the announcement, the Leader of the Council, Cllr Dan Swords said:

“This is a moment of huge significance – not just for Harlow today, but for its future for generations to come as our fierce lobbying of the Government has paid off.

“With deep roots in pharmaceutical innovation, Harlow has long been a place of ingenuity, innovation, and talent. The confirmation that the multi-billion-pound UKHSA headquarters is relocating to Harlow is one of the biggest moments in our town’s modern history. It is a clear vote of confidence in Harlow – in our people, our potential, and our place at the heart of the UK Innovation Corridor. It is also the most powerful signal yet that the transformation of Harlow is real and a profound statement about our potential to lead in science, health, and economic renewal.

“This single decision brings with it thousands of high-quality jobs, millions in investment, purpose-driven opportunities for our young people, and , anchor world-leading research, and place Harlow at the heart of global efforts to tackle tomorrow’s health challenges. But more than that, it redefines what’s possible for Harlow – putting us at the forefront of health innovation not just nationally, but globally. 

“Our plan to Build Harlow’s Future has always been about delivering real results that change local people’s lives. This announcement is the embodiment of that vision – showing that with ambition, leadership and relentless focus, we can transform this iconic New Town into one of the most dynamic and prosperous places in the country. And that our people, with the right backing, can shape the future of public health and innovation on a national stage.

“We are not managing decline – we are leading a renaissance by building Harlow’s future. This confirmation is another piece of that puzzle as we stay true to our vision.

The Chair of the Harlow Growth Board, Darren Rodwell, added:

Unsurprising but disappointing that Dan Swords has managed to somehow attempted to claim this was his doing. This is down to the relentless lobbying our MP Chris Vince has been doing over the past year. It's a pretty poor show that the council can put out a press release about this and not even mention Chris' efforts to bring this home. Very disappointing but, as I said, hardly surprising.

This is a great news! As a newish couple living in Harlow having bought here but still working in London, this is a great for my kid growing up here as it should help improve things around here. I have been here 2 years now and I feel Harlow has improved since then, and is only going to further improve!

Mr Dan Swords - You know at the last election the Labour strategy was likened to carrying a Ming vase. Well that is what we want you to do. This is important to us, so keep your mitts off of it! Your roundabout sponsorship scheme hasn’t taken off on that side of the town - Good, because we don’t want every approach to the site plastered with ads for fast food restaurants. While talking about roundabouts, please don’t offer to relandscape them as we’ve seen your embarrassing effort at Queensgate. Don’t offer to repave the area - Broadwalk has shown that that is too big a task for you to take on. AND DON’T DARE ask them if you can jump in a bulldozer and have some demolition photos taken in your Hi Vis Vest. Maybe you can best help by writing them a thank you poem with the help of AI.

This is fantastic news. I've lived in Harlow all of my 53 years and have gone from seeing a truly lovely town in my youth to what some people would say managed decline. I would say different. The works that are going on around the town and now this news will mean if managed right that Harlow will bring itself back up to somewhere that people are queuing to move to. Well done everyone involved, very positive.

This is a rehash of the old Public Health England story, which has been on the cards for years, in fact huge sums of money have already been spent tinkering with the site over the last few years. It's not specifically due to MP Chris Vince, note that former MP Robert Halfon did a huge amount of lobbying on this project, as well as a new hospital for Harlow (which was the cancelled when the new Labour government came into power). Projects of this size come and go and come back again, let's see if this really happens or not, and Dan Swords and Chris Vince will we well gone by the time the first spade hits the ground to start building this site properly. It's an opportunity and a risk. Day 1 of the training at Smithkline Beecham, which used to be on that site, was 'pour that down the sink and you'll wipe out Harlow', so the risk is as high as the opportunity here.

You will have to have science degree, qualified as a Nurse or be a qualified Doctor, if not you will emptying the bins, the good jobs will not go to Harlow people, also it's so far off future governments will shelve these plans

Thanks Colin Hawkins for that note of positivity. Are you saying that no one in Harlow has medical qualifications? Has it not occurred to you that recruitment for medical practitioners to fill the roles there would attract such people to move into & invest in Harlow? Get excited, we don't get this sort of good news every day.

"2,750 high-quality jobs created at the UKHSA campus" Not sure where that figure has come from given Porton Down is not coming to Harlow. If you are under the impression that Porton Down will be moving to Harlow, that is not the case. A hub, now to be called an NBC (National Biosecurity Centre) has been announced and that is forecast to be up and running in full by 2038. The key work of Porton down, the DSTL (the Defence Science and Technology Laboratory) will remain at Porton Down and is not effected by the creation of multiple NBC's. Our mp knows this and that is why other than a claimed 1,600 in the build of the project, he is unable to say how many jobs the proposed NBC site, will bring to Harlow. My source? Colin - It's not going to be open for a number of years - Plenty of time for today's young parents to make sure that their kids don't sit at the back of the class playing with their dandruff. If the good jobs are there, then what better incentive is there than to tell them that if they don't work hard, they'll end up on the council waiting list and emptying bins until they are too old to do it anymore. In the meantime, there will be labourer and manual jobs to build the site, for those who missed the learning bus!

This has been delayed for years and the town needs quality jobs now. When this was originally announced the plan was i believe to transfer workers from somewhere like Aldermaston so how come now supposedly so many new jobs - but as others have commented without the right medical qualifications most of us have no chance especially us order people

Ron - I don't understand this lot who think that every new job should be a low paying warehouse job and every new home should be a council home - And then they wonder why the country is in debt up to it's eyeballs!

If my soft lily white hands weren’t doing the job that they do Ted, then that would be another skilled worker that this country would need to import from overseas. And FYI, yes I do get my hands dirty - We give the hired help a week off every autumn.
