Essex Council promote plan for Harlow to be run from Chelmsford

ESSEX County Council has today revealed the map of how three brand-new unitary councils could replace the 15 current local authorities across Greater Essex.
The new councils would mean the abolition of all the existing councils, including the existing unitaries of Thurrock and Southend on Sea, as well as all the councils in the county council area. The map, published today, reveals a configuration based on:
Each new council would take full control of local services – from schools and roads, to social care and bin collections – in a move designed to simplify governance, save money and deliver better outcomes for residents.

The plan puts Essex’s three cities – Southend-on-Sea, Chelmsford and Colchester – at the heart of each new authority, in order to power economic growth, create thriving communities, and provide excellent services.
The recommendation follows months of detailed analysis, with the council working alongside partners to explore multiple options. The proposal, which will be published in full later this summer, is based on evidence, financial modelling and the Government’s criteria for Local Government Reorganisation (LGR).
The county council’s Leader, Councillor Kevin Bentley, believes the configuration strikes the right balance between urban and rural needs, keeps economically-linked areas together and would offer financial stability, avoiding major funding gaps between essential services and demand.
Councillor Bentley said: “We’ve painstakingly weighed up the options and have concluded this model delivers the best possible value and outcomes for Essex.
“Three councils offers the simplicity, strength, and stability our great county is crying out for and which the status quo does not offer. It is also 100% based on solid evidence. If Greater Essex is to achieve its full potential, and be a place where communities and the economy can thrive, I firmly believe it is the best available option.”
The recommendation will now be included in a formal business case which will be submitted to government by 26 September.
Alongside this three-council proposal, Southend-on-Sea City Council is leading work on business case for five councils, while Thurrock Council is intending to develop a business case based on a four. The Government will consider all proposals before deciding which business cases will go forward to public consultation.
Put it to a people vote with three options? (1) The three group option, (2) the five group option or (3) Leave it as it is. If this is truly being done for the people of Essex as our local and national politicians tell us, then surely the people of Essex should be involved in the decision making. Unless of course it's just another sham with an illusion of democracy but basically national and local politicians sticking two fingers up to the people of Essex whilst intimating, do as your told and shut up.
Run from Chelmsford?? Harlow will have a larger population by the time this proposal ever comes into being.
They probably had a whole team trying to work out how they could possibly divide up the county so that Chelmsford would remain at the geographical centre, if not population centre, of a district. They’ve managed it by dividing the county into 3 stripes!!!. I guess their Greater Essex Mayor will be in Chelmsford – Looks like nothing more than a contrived power grab.
Best outcome would be these councils are abolished and replaced with nothing.
Central Essex Unitary looks like the best one of the three,as it has the wealthiest areas and excellent transport connections. I think if each Borough were to run their own areas, it would work out much fairer to all residents. Who decided on the 3 groups? This is a huge decision and no guarantee it will work. All residents should have a vote.
I agree with Seamus - give the residents a vote Harlow health services seem to be going down the pan so how will the town being run from Chelmsford improve matters?
Do we get good services and value for money from Chelmsoford now. No. Why will it be any different with these new proposals. The decisions and accountability of local democracy should continue to be made locally. Over the next decade Harlow will change significantly. Keep those change decisions local.
I don’t understand this horizontal distribution. Harlow is part of the innovation corridor linking London to Cambridge, Stansted airport is a key piece in this growth. Why make it part of another administrative unit? I wouldn’t vote or agree with this proposal. Should be a vertical alignment from Epping and including Stansted, run from Harlow
Chelmsford look after them self about time Harlow look after there paying tax payers and the community
Run from Chelmsford, we already are and they have done a terrible job, either leave it as it is or make us the center of west essex with epping.

Harlow looks like a pimple on a duck's bum on the map and will continue to receive abysmal service and influence from the Chelmsford local government, which will, of course, be run by the Conservative Party again or possibly the Reform Party. Not a vote winner for the Labour Party. Another reason not to bother to vote.

7 May 2026 - I am going to vote for whoever (left or right), who says they are not going to work with these proposals. Or are Labour & the Tories going to cancel those elections as well?
My take on the situation is that Harlow is already run from Chelmsford to.which is why are internal roads and pavements are in such an appalling condition. I noticed that Chelmsford had alot of my net pumped into it Absolute disgrace.That around were I live the pavements are crumbling Please try to investigate in local infrastructure.

Does Chelmsford being a City have a bearing on all this. Do other cities also run county finances etc. Newcastle is not the county town of Northumberland for example
No Mick - Councillor Kevin Bentley is Leader of Essex County Council in Chelmsford - He is a County Councillor for Colchester and a City Councillor for Colchester. Kevin wants to be Mayor of Greater Essex and eventually to get a seat in the House of Lords. Plans revolve around Kevin's view of Essex and Kevin's path to power. Hence Colchester & Chelmsford - Southend doesn't really have a part in his masterplan, it just happens to be the largest settlement in Essex - The fact that it became a city last year just makes for a nice narrative.
The five authorities option being favored by the majority of councils in Essex is a great deal better for Harlow. Which would be the urban centre of Epping, Harlow and Uttlesford all grouped together. M11 and railway joining it up. Much of the administration out of Chelmsford is dire, Highways probably the worst. The five councils option removes Chelmsford from running things here. No one asked for this reorganization but getting rid of ECC and the worst bits of Chelmsford operations is a benefit.
If we intergrade with Epping , can we have a tube to Harlow.

A Reform UK councillor for Bishop's Storford has called on Deputy Prime Minister Angela Rayner to tear up county boundaries and back a new unitary authority uniting East Herts, Uttlesford and Harlow. I agree with Reform!!!! - Is my brain going soft, or is it just commonsense?
leave us alone In Harlow ,our services will be even worse off.We are not part of Chelmsford and don't want to be .if I has wanted to be I would of moved to Chelmsford.
My vote is also for the 5 authority model or whatever model favours Harlow. So what do we do now? Set up a petition - Change.org? Stage a protest?
