Man given points after pleading guilty to being in charge of car whilst nearly three times over the limit

A HARLOW man has been given penalty points and a fine after pleading guilty to being in charge of a motor vehicle whilst almost three times over the limit.

Joe Heeney, aged 34, of Westfield, Harlow pled guilty to the following at Chelmsford magistrates court.
On September 6th, 2025, at Harlow, you were in charge of a VW polo, on Pypers Hatch, after consuming so much alcohol that the proportion of it in your breath, 110 micro grammes of alcohol in 100 millilitres of breath exceeded the prescribed limit.
Heeney was issued with ten penalty points and fined £400.00
How did he get away with 10 points or did he allready have two?
How did he only get points why didn't he lose his licence unbelievable.
Three times over the limit surely must warrant a three year ban? Why are the courts so obviously putting those who do play by the rules, at risk from those who do not? It's becoming clearer everyday that our judicial system is broken by default or intent.
Drunk in charge means he was not driving it, different offence to drunk driving for those questioning why no ban.
I was done for this same offence in 1987 and it was 10 pen points and 300 pound fine then. I was just over the limit .But it meant I was 2 points off being taken off the road.it made me concentrate the mind pack up the alcohol and follow the rules to the letter,I haven't been done for anything since.
